1. Role and responsibilities
The following is a brief description of the role for the urban[1] Shelter-WASH Coordinator
Generic responsibilities
Coordinate and implement the Shelter-WASH project according to strategy, proposals and plans
Ensure adherence to NRC policies and donor requirements
Develop weekly and monthly activity and work plans
Capacity building of team: supervision, training and development of the Shelter-WASH staff, especially on social and protection guidelines and tools.
Promote and share ideas for improvement and necessary changes in the activities and coordinate workflow with technical coordinator for more effective and timely response to needs.
Cooperate with relevant partners and local authorities to allow effective and timely Shelter and WASH activities.
With support of the Area Manager and Shelter-WASH PM, organize trainings for the Shelter-WASH teams (as well as for relevant partners and beneficiaries as possible)
Monthly activity/project reports and other reporting as required
Ensure proper filing of all project documents – confirm accuracy in project documents, contracts and reports
Specific responsibilities
The Shelter-WASH Social Coordinator is responsible for the detailed planning and implementation of the projects. The Shelter Coordinator, in close coordination with the Project Manager and Area Manager, will:
Project Cycle Management Responsibilities
Provide direct supervision of Social Officers
Responsible for managing the performance of staff under his / her supervision, including working with the staff members to set and monitor objectives and work plans, and provide constructive feedback on an on-going and scheduled basis
Responsible for guiding the delivery of agreed outputs based on needs and for overseeing the quality of the shelter and WASH activities being implemented.
In close liaison with the Shelter-WASH Project Manager take timely and considered decisions on how to respond to changing needs of beneficiaries based on situation analysis.
Responsible for weekly and monthly activity plans for the social team, and ensuring they are in accordance with overall project objectives, identified outputs and timeframes.
Ensure that projects guidelines and associated documentation are being implemented as signed off by the Shelter and WASH Specialists.
Ensure that the Shelter and WASH activities as defined in the work plan under the Social team’s responsibilities are taking place on due time and according to NRC standards and guidance :
OFC program: mapping of areas consistent with refugee needs, short-listing of neighborhoods and properties consistent with programme guidelines, ensuring beneficiary identification is consistent with programme guidelines and project’s milestones, ensuring beneficiary families are informed of the sheltering process from initial assessment to rehabilitation works and OFC start-date, and liaising with ICLA SSU Team Leader on new OFC beneficiaries, move-outs and assigning new families to empty units, where possible.
Emergency weather proofing and WASH upgrades: short-listing of neighborhoods and properties consistent with PM guidance, ensuring beneficiary identification is consistent with PM guidance, ensuring beneficiary families are informed of the sheltering process from initial assessment to rehabilitation works
Minor repair: short-listing of neighborhoods and properties consistent with PM guidance, ensuring that beneficiary identification is consistent with PM guidance, that selection process is clear and inclusive and that families are informed of the sheltering process from initial assessment to rehabilitation works.
Totally destroyed buildings: short-listing of neighborhoods and properties consistent with PM guidance, ensuring beneficiary identification is consistent with PM guidance, ensuring beneficiary families are informed of the sheltering process from initial assessment to rehabilitation works
School rehabilitation: at the request of the PM, the Social Coordinator may be asked to lead on focus groups, or other forms of data collection, when requested by Education colleagues to support with the repair/upgrading of MEHE schools
Essential household items: at the request of the PM, the Social Coordinator contributes to the design, planning, and implementation of distributions to beneficiary households, whether in-kind assistance (e.g. stoves, fire extinguishers) or cash (e.g. Multi-Purpose Cash payments) through questionnaires or FGDs as needed based on the context of the project.
Any other activity or task as requested by the Project Manager
In close coordination with the Shelter-WASH Project Manager, develop the design of Shelter and WASH activities in the Area Office, and, as relevant, contribute to their development, including proposals and other donor documents
With support of the Shelter-WASH PM, propose, organize and implement assessments for assessing new areas of intervention and new modalities
Ensure that beneficiaries under NRC responsibility are meeting Shelter and WASH Standards
In coordination with the Shelter-WASH Project Manager and M&E Specialist, ensure the Monitoring and Evaluation plan is undertaken in a timely manner
In close coordination with the Shelter-WASH Technical Coordinator and SSU Team Leader, ensure that WASH staff and the ICLA SSU staff visiting beneficiaries during the OFC feedback constructively to the knowledge and understanding of area-specific-needs, feeding to the neighborhood-mapping and selection
In close coordination with SSU Team Leader ensure close follow up on potential or actual disputes among NRC Households or between Households and Landlords to mitigate move-outs during OFC periods.
Ensure all project documentation is prepared and archived properly
Be receptive to, and where necessary proactively seek, advice from the Shelter-WASH Project Manager, Shelter Specialist and WASH Specialist
In cooperation with the Database Officer and in reference to the SSU Database in the South, report trends and challenges and develop thematic reports to the Shelter and WASH Management with suggested ways of addressing contextual challenges
In cooperation with the Shelter and WASH Project Manager and Area Manager, support with the recruitment of shelter and WASH staff
Conduct frequent field visits to check progress in the field, and to maintain a rapport with beneficiaries, owners and local authorities, ensuring prudent relationship between NRC and the main actors in order to secure better conditions and access to rights for NRC beneficiaries and refugee communities
Budget and Financial Management:
As delegated by the Shelter-WASH PM, manage the direct costs of the budget, including the preparation, monitoring and updating of the financial work plans, to ensure resources are managed effectively and efficiently
Reporting:
Ensure the shelter database is updated with all beneficiary information and relevant modalities
Prepare timely internal monthly reports
In cooperation with the Shelter and WASH Project Manager and Area Manager, contribute to donor reporting and inter-agency reporting mechanisms
Coordination
Participate in regular Area Office meetings, both shelter-specific and inter-core competency (as needed)
Build and maintain positive and effective relationships with colleagues in other core competencies (programmes) and departments), and, as relevant, find ways of collaborating to further enhance the effectiveness of NRC activities
In coordination with the Shelter-WASH Project Manager, and colleagues from other core competencies, liaise closely with other humanitarian actors, including active participation in sectoral working groups and through bilateral meetings in order to maintain information on and coordinate activities, and to exchange information and lessons learned.
Develop and maintain positive relationships with local authorities, which facilitate NRC's mission in Lebanon, in close coordination with Area Office Management, as applicable
Responsibility for ensuring that Shelter and WASH identify and maintain positive relationships with focal points in host and beneficiary communities through timely and clear sharing of information
Protection
Responsible for ensuring that he / she understands and applies protection principles and NRC guidance to daily activities
Ensure timely and proactive response to referrals as a focal point internally and externally, liaising with NRC core competencies as needed and with other actors including shelter and WASH agencies and UNHCR.
Ensure that ‘do no harm’ principles are mainstreamed throughout the project management cycle
Operations and Administration
Delegated responsibility for administration of their specific shelter project, in liaison with colleagues in other departments, particularly finance, administration, logistics and security
Support the procurement of programmatic materials and equipment required in accordance with NRC procedures and in liaison with colleagues in Logistics
Support the Officers and Assistants, and Team Leaders where applicable, in managing a movement plan and that the transportation needs are met for the activities
With the Shelter-WASH Project Manager and Area Manager, ensure that Shelter-WASH activities and staff are conducted in accordance with NRC security procedures
Responsible for ensuring that he / she understands and follows NRC security and safety guidance at all times
