Shelter WASH Technical Enumerator - North

Reports to: Shelter WASH Officer

Duty station: Baddawi-Qobi-Mina-Tripoli

1. Role and responsibilities

The Shelter and WASH technical enumerator is responsible for assisting in the day to day supervision of shelter and WASH activities, through carrying out quality technical assessments and technical follow-up, supervising the construction works and submitting daily reports.

2. Generic responsibilities

• Monitor and report on the rehabilitation activities and ensure compliance with plans and NRC standards
• Mobilize communities and community leaders for the building materials, construction activities and maintenance of structures.
• Ensure minimum Shelter and WASH standards (based on SPHERE) are applied and maintained in shelters and schools under rehabilitation.
• Administrate payment requests for owners, contractors, partners, suppliers, construction workers, etc.
• Report all shelter and WASH technical related concerns
• Carry out data collection as required
• Prepare and file relevant documents according to procedures
• Carries out related mainstreaming of protection in programme daily implementation as per the set of NRC’s Protection mainstreaming guidelines, and ensures reporting any breaches/concerns.
• Produce accurate drawings, reports, measurements (BoQs) and/or photographs as evidence of a technical assessment
• Act responsibly and communicates respectfully with home owners to give a clear and accurate picture of the households’ past, current and future situation

3. Generic professional competencies:

• Bachelor degree or equivalent in Civil Engineering or Architecture or other relevant engineering degree
• Minimum of one year of relevant work experience in construction companies, NGO, or any related construction domain
• Knowledge of the NGO operations and dynamics of the humanitarian sector 
• Knowledge of CAD programmes and computer based drawings
