NRC has been present in Lebanon since 2006 initially assisting Lebanese displaced persons and later Palestinian, Iraqi and Syrian refugees. The programme started with Education and Shelter interventions and, since March 2012, NRC has also Information, Counselling and Legal Assistance (ICLA), Collective Site Management and Coordination (CSMC) and WASH Programs.
In response to the Syria crisis, NRC’s Shelter programme aims to improve the housing and living situation of refugees in Lebanon through the provision of cash grants for the rehabilitation of housing units in unfinished or inadequate buildings. These housing units are provided rent-free to vulnerable households, selected among registered or refugees pending registration from Syria, for a period of one year. In addition to this, NRC has undertaken winterization support as well as weather proofing support to those in sub-standard buildings and in Informal Tented Settlements (ITS). The NRC Shelter programme works closely with the ICLA programme on Housing, Land and Property (HLP) issues. The shelter and WASH programmes collaborate on both housing rehabilitation as well as in support to ITSs. Lastly, since early-2000, the shelter programme has been supporting the Palestinian caseload in the camps and gatherings in both the North and South of Lebanon.
1. Role and responsibilities
Timely and accurate information is integral to successful coordination of humanitarian action. The ability to collect, collate, analyse, disseminate and act on key humanitarian information is fundamental to effective response. Information to support analysis for operational and strategic decision-making, shared standards and gap analysis in determining priorities are required to facilitate delivery and monitoring of assistance within and the Lebanon Shelter program. Under the guidance of the Shelter Specialist, and in regular and close communication with the Shelter PMs in the field, the Technical Coordinator Shelter (TCS) will help to fulfil NRC’s objectives as stated in (a) Programme of Principles; (b) Programme and Shelter Policies, (c) Country Strategy; (d) Project Proposals and (e) running Activity Plans and budgets.
Generic responsibilities
Ensure that consistent and compatible information on needs and assistance provided for operational analysis and decision-making is provided in a timely fashion;
Provide sector-specific maps and graphics on a regular basis that help planning and impact analysis, through linkages with all field areas, and other actors;
Develop simple and user-friendly information management (IM) formats in consultation with the staff, local authorities, and other key stakeholders
Ensure the maintenance, dissemination and adaptation as necessary of information management tools;
Promote use of and training on the use of these IM tools among NRC staff;
Assist in report writing;
Provide information outputs and visibility items on NRC Shelter in English and Arabic;
Monthly field visits as required.
Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.
Create quarterly situational reports on the NRC Shelter program;
Support Shelter research efforts;
Track community service and school rehabilitation projects;
Produce AutoCad drawings in support of field when needed.
Critical interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
Shelter PMs and PCs in the 3 field areas;
IM technical specialist in Beirut;
Technical coordinator WASH.
2. Competencies
1. Professional competencies
Generic professional competencies for this position:
University degree preferably in architecture, social geography, urban planning or other relevant discipline;
Minimum 3 years’ relevant working experience in Architecture, Information Management, or otherwise relevant field;
Proven skills and experience in report writing and outreach materials;
Ability to guide technical staff and experience in training and capacity building IM mechanisms at various project levels.
Experience from working in a humanitarian/refugee context; Preferably in the Shelter Sector;
Context related skills, knowledge and experience:
Fluent in Arabic and English, both written and verbal;
Experience in designing research & evaluation projects is an advantage;
Knowledge of humanitarian technical guidelines, standards, and indicators.
Previous experience from working in complex and volatile contexts;
Technical Competencies
Above average computer software skills; including experience working with statistical computer software packages such as SPSS;
Advanced MS Excel skills (Essential): Ability to create macros and v-lookup, etc;
Experience with GIS and mapmaking (ArcGIS, Mapinfo);
Strong knowledge of AutoCad, Google scetchup or other CAD;
Experience with report generation and graphic design (through e.g. Adobe Illustrator, InDesign);
Strong knowledge of statistical, conditional, and text-based functions. Experience with SPSS, EpiInfo6 or other similar software desired;
Database skills such as Access or other database applications (SQL, MySQL, Oracle) - Highly recommended;
Understanding of web-based applications;
Experience with one or more of following Software Packages is an added value: Kobo Toolbox; RAIS; DHIS2; Activity Info; Tableau; Suite CRM.
