1. Role and responsibilities
The WASH/Shelter Coordinator is responsible for coordination of the WASH project within the Bekaa area.
General Responsibilities
Participate and contribute in the identification of new areas of intervention
Develop procedures for the implementation of the WASH/Shelter programme in accordance with NRC principles
Ensure that all project activities are in accordance with budget lines
Participate in the hiring of staff based on needs and in accordance with the staffing plan
Support the development of capacity and responsibilities of WASH national staff
Prepare and follow up on project procurement plans
Design adapted WASH solutions for the different areas of and types of intervention, taking into account the National WASH strategy standards, SPHERE standards and special needs.
Ensure that the WASH project is in accordance with NRC Standards and local regulations
Prepare and implement the WASH project M&E plan in coordination with the M&E department to ensure the WASH project meets its objective and expected quality.
Ensure a constructive cooperation with NRC’s other Core Competencies: CSMC, Shelter, ICLA and Education
Prepare/contribute to reporting on project activities to donors according to agreed deadlines
Ensure a constructive coordination with the local authorities and other international NGOs (WASH and Health) as well as UN agencies.
Attend the local WASH and Shelter Working Groups
Specific responsibilities
Finalise the definition of the project specific areas of intervention
Launch recruitment of WASH team according to the project staffing plan
Conduct KAP surveys baseline and endline in each community where the WASH project is implemented.
Coordinate with Logistics and Security department on the access of new areas of intervention
Monitor new refugees settlements on a regular basis and coordinate with other NGOs, UNHCR and UNICEF to make sure gaps are being addressed
Design WASH solutions for Informal settlements, taking into account people with special needs, vulnerabilities and coping mechanisms.
Critical interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
Shelter:
Small Shelter Unit project: supervise the implementation of the WASH component of the Shelter activities, especially software.
Informal Settlements: Coordinate on activities linked to shelter condition (Bathing space, drainage, vector control)
CSMC : CSMC and WASH will work in the same sites where possible
Education: the WASH PC will be in charge of the implementation of the WASH & Shelter components in Informal Education Centers
ICLA: refer cases in need of ICLA support and coordinate on service mapping.

Academic Qualifications:
Bachelor degree or higher in Civil, Hydraulic, Environment or Public Health Engineering
Degree in management or social work is a plus
Generic professional competencies for this position:
At least 2 years of relevant experience or working as a WASH Project Coordinator in a humanitarian/recovery context
Able to head sub-departments
High level of management and coordination of staff
Excellent project management skills
Previous experience of working in complex and volatile situations
Documented results related to the position’s responsibilities
Knowledge about own management and leadership skills/profile
Fluency in English, both written and verbal
Context/specific skills, knowledge and experience:
Knowledge of the context of refugees in both informal and urban settlement
Knowledge of Arabic, written and verbal
Positive attitude
Experience with start-up of projects
Affinity with capacity building of national staff
