1. Role and responsibilities
The Project Officer is responsible for implementing and monitoring of the WASH Community Support Project (CSP) within the Bekaa area.
Generic responsibilities
Implement the Community Support related WASH activities according to strategy, proposals, budgets and plans
Ensure adherence to NRC policies and donor requirements
Involve and inform communities and community leaders about the activities
Break down the annual operational plans into weekly, monthly and quarterly implementation plans
Coordinate with relevant partners
Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures
Prepare periodic progress reports and other documents as required
Investigate and facilitate introduction of new technology, methods and approaches in order to improve the quality of the activities
Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.
Contribute to the identification of areas of implementation of Community Support Projects based on NRC guidelines
Attend local authorities’ meetings to get the required approvals for CSP implementation
Contribute to tender document writing including: BoQs, Technical Specifications and scope of work
Review contractors and supplier’s tender specification
Follow agreed work plan and monitoring plan for each CSP
Supervise contractors work during the implementation phase
Coordinate with Logistics department on suppliers’ selection
Coordinate with Security department on the access of areas of intervention
Critical interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
Shelter:
Small Shelter Unit (SSU) project: ensure that CSPs benefit to SSU beneficiaries, if possible
Informal Settlements: ensure that CSPs benefit to ITS beneficiaries, if possible
Collective Site Management and Coordination: ensure that referrals from CSMC linked to municipal infrastructures are taken into consideration (CSMC)
Education: ensure that CSPs benefit to public schools or learning centers when possible
2. Competencies

Academic Qualifications:
Associate’s degree in construction management
Bachelor degree in Civil or hydraulic Engineer is a plus
Generic professional competencies for this position:
Experience in working as a Water and Sanitation Project Officer in a humanitarian/recovery context
Experience as construction foreman or manager
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Fluency in English is a plus
Context related skills, knowledge and experience (shall be adapted to the specific position):
Knowledge of the context of Refugees informal settlements and urban settlements
Experience with start-up of projects
