(Wash & Surveys) Evaluation, Analysis And Learning (Eal) Coordinator

These attitudes and believes guide our actions and relationships.  1.       Role and responsibilities The NRC Monitoring and Evaluation (M&E) unit supports management in the learning, program structure, systems, and tools to measure the impact of NRC Lebanon’s work. The main objective of the EAL Coordinator is to improve programme and organisational learning. They contribute to this objective through the planning and implementation of M&E tools at designated stages within the project cycle and through their central role in ensuring the quality implementation of sector learning and evaluation activities. The EAL Coordinator will play a key role in capacity building on M&E principles and programme learning approaches, as well as well quantitative and qualitative methods used in quality programme monitoring; they will also be key in developing and rolling out key countrywide initiatives – e.g., complaints feedback and response mechanism. There will be several EAL Coordinators, each with a focus on a combination of two key areas (as appropriate): Surveys, Education, Collective Site Management Coordination (CSMC) Shelter, WASH, and Information, Counselling and Legal Assistance (ICLA).   Planning, Maintaining, and Implementing M&E Systems Facilitate Core Competency review and learning as part of the program strategy process Periodically review CC implementation of M&E activities as per agreed M&E plans to identify gaps in implementation; provide support as necessary Contribute to developing data collection tools, and systems for on-going data analysis Lead (in conjunction with the M&E Manager, Area Manager and Project Managers) the roll-out of established and revised program level M&E systems across all field offices Facilitated the update of core M&E tools and provide top-up trainings on key M&E principles and skills To assist in the development of M&E SOPs and ensure data management and information flows within programs remains aligned with them Data, Learning and Reporting Encourage active knowledge management and organizational learning based on M&E findings Support the M&E Manager on research projects as well as utilizing existing M&E data to study the short- and long-run impact of NRC Lebanon's programming Visit field sites as needed to provide technical support on assessment, monitoring & evaluation. Train staff on the use of data collection tools Provide technical input on outcome monitoring methodologies, data analysis plan and reporting Support internal monitoring and reporting processes (Macro Logframes, assessments, PDMs, FGDs, etc.), as needed Regular health checks on M&E systems and data analysis Analyse data and findings to make suggestions on project improvements Support M&E Manager in identifying needs and gaps within the M&E system and developing an action plan for improvement, with clear roles and responsibilities Play a pivotal coordination and research role in the fieldwork component of all NRC evaluations Capacity Building Actively build the analytical capacity of the M&E team in quantitative and qualitative research methods Support the development and roll-out capacity building and training to project staff and M&E officers on M&E technical and conceptual areas Communication/Other Work with M&E Manager to roll out strategic initiatives to Area Management Team (AMs, PMs, and PCs), such as the roll-out of, inter-agency targeting questionnaire, RAIS, Kobo collect and CRM database. Ensure the dissemination and use of NRC best practices, approaches, standards and indicators in M&E Weekly reports to the M&E Manager highlighting areas of concern and collating supporting documentation for review, as required Critical interfaces Internal: Core Competency Specialists; Managers/Coordinators; Area Manager; M&E Technical Specialist External: Sector Working Groups (as relevant) 2.       Competencies Academic Qualifications & Relevant Experience Relevant higher education, preferably within social sciences (e.g., international development or economics), statistics, or other related fields of study At least 3 or more years of similar experience in an academic and/or professional environments, preferably in an emergency or post-conflict setting, including M&E capacity and systems development Demonstrable experience participating in assessments or surveys in Arabic. Knowledge & Skills Experience with and knowledge of  principles and current approaches to monitoring and evaluation in relief and development programs Direct experience with both quantitative and qualitative methods; this should include sampling, survey development, facilitating KIIs and FGDs, and basic statistical analysis Understanding of data and information needs for program management and decision making English proficiency (speaking, reading, writing) and ability to translate concepts into Arabic Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access) Experience using SPSS, STATA, Epi Info, or R (desirable) Behavioural Competencies These are personal qualities that influence how successful people are in their job.
