Car rental - Framework agreement 2026

 

Nusaned is a non-governmental organization providing humanitarian and development support across Lebanon. Reliable transportation supported by properly maintained vehicles is essential to ensure staff safety, timely field movements, and continuity of operations.

1. Scope of Services

The framework agreement will cover the provision of car rental services, including but not limited to: • Rental of sedans, SUVs, and 4x4 vehicles (with or without drivers, as required) • Short-term, medium-term, and long-term vehicle rentals • Vehicle delivery and collection at Nusaned offices or designated locations • Replacement vehicles in case of breakdowns or accidents • Comprehensive insurance coverage

Key Requirements: • Vehicles must be roadworthy, clean, and in good mechanical condition • Vehicles should not exceed the maximum age specified by Nusaned (if applicable) • Preventive and corrective maintenance must be conducted regularly • Vehicles must comply with Lebanese traffic and safety regulations • Availability of replacement vehicles within an agreed timeframe • Unit pricing per vehicle category and rental duration

2. Service Provider Qualifications

Service Providers must demonstrate: • Minimum 3 years of experience in car rental services • Ownership of or legal access to an adequate and diverse vehicle fleet • Established vehicle maintenance system and records • Ability to provide services across multiple locations in Lebanon • References from at least two clients (NGOs, companies, or similar organizations) • Legal registration and compliance with Lebanese commercial regulations

3. Submission Requirements

3.1 Technical Offer

• Company profile and experience in car rental services • Description of vehicle fleet (type, model, year, condition) • Vehicle maintenance plan, including: o Preventive maintenance schedule o Corrective maintenance procedures o Use of authorized or certified garages o Record-keeping and reporting of maintenance activities • Safety measures and inspection procedures • Breakdown assistance and replacement vehicle arrangements • Past experience and references

3.2 Financial Offer

• Rental rates per vehicle category (daily, weekly, monthly) • Cost of optional services (driver, fuel policy, mileage limits, accessories) • Insurance coverage details and excess/deductibles • Price validity for at least 12 months • Taxes and any additional charges clearly indicated

3.3 Administrative Documents

• Company registration and commercial license • Vehicle registration and insurance samples (upon request) • VAT certificate (if applicable) • Authorized signatory identification • References from previous similar contracts

3.4 Ethical & Compliance Declaration

• Adherence to anti-fraud, anti-corruption, labor, and safety standards

4. Service Delivery Terms

• Vehicles to be delivered within the agreed timeframe per Purchase Order • Immediate replacement of vehicles in case of mechanical failure or accident • Supplier responsible for all maintenance and servicing costs • Vehicles must be insured for third-party liability and comprehensive coverage • 24/7 roadside assistance or clearly defined emergency support

Notes: • Technical compliance is mandatory; non-compliant proposals will be disqualified. • Technical scoring will focus on: o Quality and clarity of the maintenance plan o Vehicle age, condition, and safety standards o Availability of replacement vehicles and response time

6. Framework Agreement Conditions

• Duration: 12 months (2026) • No guaranteed minimum rental quantities • Vehicles will be requested on demand through Purchase Orders • Fixed rental rates for the duration of the agreement • Supplier must ensure continuous availability of roadworthy vehicles

7. Ethical & Safety Requirements

Service Providers must: • Comply with anti-fraud, anti-corruption, labor, and road safety standards • Ensure all vehicles meet Lebanese traffic, safety, and insurance regulations • Maintain confidentiality related to Nusaned movements and operations • Immediately report accidents, incidents, or safety concerns
