RE_Money Transfer Service Provider

Nusaned is a Lebanese non-profit organization committed to empowering communities and supporting vulnerable families through sustainable and transparent assistance programmes. As part of its Cash-Based Assistance  interventions across Lebanon, Nusaned seeks to engage a qualified and licensed Money Transfer Service Provider  to facilitate secure, efficient, and traceable cash disbursements to beneficiaries.

Purpose of the Tender

The purpose of this tender is to select a reputable Money Transfer Service Provider capable of handling cash disbursements under Nusaned’s  projects in whole Lebanon

The selected service provider will ensure timely, safe, and transparent transfer of funds to beneficiaries through accessible payout mechanisms in both USD and LBP, in compliance with Lebanese financial regulations and Nusaned’s operational standards.

Scope of Services

The selected provider will be responsible for:

Executing cash transfers to Nusaned’s beneficiaries as per beneficiary lists provided.

Providing cash pick-up, mobile wallet, or bank transfer options depending on beneficiary preference and accessibility.

Ensuring service coverage in the mentioned target regions, including rural and hard-to-reach areas.

Guaranteeing timely delivery of funds and secure verification of beneficiary identity (KYC).

Maintaining traceability and reporting for all transactions, including reconciliation and audit documentation.

Providing real-time or periodic reporting dashboards (digital or CSV) for monitoring and reconciliation.

Ensuring full compliance with Anti-Money Laundering (AML) and Counter-Terrorist Financing (CTF) regulations.

Offering customer support in Arabic and English for both beneficiaries and Nusaned’s staff.

Duration of the Contract

The contract duration is twelve (12) months, with the possibility of extension based on performance and operational needs.

Eligibility Requirements

Interested service providers must:

Be a registered and licensed financial institution or authorized money transfer company operating in Lebanon.

Demonstrate a minimum of three (3) years of experience in money transfer or humanitarian cash disbursement services.

Provide proof of registration, tax compliance, and financial standing.

Evaluation Criteria

Nusaned will use a Quality and Cost-Based Selection (QCBS) method.
The evaluation will be conducted according to the following weighted criteria:

The provider with the highest combined technical and financial score will be recommended for award.

Submissions must include:

Company Profile and Registration Documents

Technical Proposal, including:

Operational coverage

Description of transfer process

Security and compliance framework

Reporting and reconciliation methods

Financial Proposal, including:

Fee structure (per transaction, percentage, or flat)

Exchange rate policy and applied margins

Any additional or optional costs

References from previous clients (preferably NGOs or UN agencies)

Incomplete or late submissions will not be considered.

Important Notes

Nusaned reserves the right to accept or reject any proposal, partially or in full, without assigning reason.

All submitted documents must be in English and valid at the time of submission.

The selected provider will be required to sign a Service Agreement including confidentiality, data protection, and compliance clauses.

Ethical and Compliance Standards

Nusaned upholds the highest standards of transparency, accountability, and neutrality.
All bidders must:

Adhere to Anti-Fraud, Anti-Corruption, and Conflict of Interest principles.

Comply with Lebanese and international financial regulations.

Agree to data privacy and beneficiary protection standards.

Have an established agent network or branches in all targeted regions.

Demonstrate robust security systems, fraud prevention measures, and data protection mechanisms.

Provide references from at least two NGOs, UN agencies, or financial institutions for similar assignments
NOTE: The platform must include a mandatory multi-level approval process, requiring at least two additional approvals before any transaction is completed. (Mandatory)
