The purpose of this Tender is to obtain competitive offers for solar pumping works in Mansouri Pump station one.
A detailed description of the assignment and services required by Oxfam is contained in the technical specifications (see APPENDIX A – Technical specifications).
The outcome of this tender is to award the successful supplier(s) a construction agreement. This agreement aims to outline the terms and conditions of construction of a solar pumping system in Mansouri Pump station one (e.g. indemnities, liabilities, warranties, specifications, lead times, prices etc.) under which future contracts will be signed.
The construction Agreement does not commit to any purchases or specific volumes. Any future purchases which will be completed under separate Purchase Orders which will be governed and linked to the original Framework Agreement.
A Mandatory site visit will be held on 23rd of December at 12:00 pm at Mansouri to answer any questions on the tender dossier which have been forwarded in writing or raised during the meeting. Minutes will be taken during the meeting, and these will be communicated, together with any clarifications in response to written requests which are not addressed during the meeting, in writing to all the suppliers at the latest one day before the deadline for submission of tenders. No further clarification will be provided after this date. All the costs of attending this meeting will be borne by the suppliers.

How to Apply
In submitting a tender, the supplier accepts in full and without restriction the special and general conditions governing this contract as the sole basis of this tendering procedure, whatever their own conditions of sale may be.
Suppliers are expected to examine carefully and comply with all instructions, forms, provisions and specifications contained in this tender dossier.
Failure to submit a tender containing all the required information and documentation within the deadline specified will lead to the rejection of the tender.
Language: All documents shall be submitted in English.

Proposals should be sent to Oxfam Beirut office, Sodeco Square Block B 5th floor in an outer sealed single envelope which will contain two further envelopes corresponding to the two different sections of the tender:
