دعوة محدودة لتقديم الطلبات

يسرّ منظمة أوكسفام في لبنان ويوتوبيا دعوة المجموعات المحلية شبه الرسمية وغير الرسمية الناشطة في مناطق طرابلس، الكورة والمنية-الضنية ولديها أفكار يمكن أن تساهم في تعزيز قدرتها وتحسين إدارتها لمواجهة المخاطر والاستجابة لاحتياجات مجتمعاتها للتعبير عن اهتمامها وتكون مؤهلة فيما بعد لتقديم إقتراح مشروع. سيتعيّن على المجموعات المحلية المتضررة من الأزمة والمهتمة بهذه الفرصة والتي تستوفي معايير الأهلية المذكورة أدناه (انظر القسم 3) ملء نموذج الطلب باللغة الإنجليزية أو العربية (انظر القسم 5( وإرساله عبر البريد الإلكتروني إل rnaboulsi@oxfam.org.uk  ، تحت عنوان:

سيتم الإتصال بالمجموعات المختارة في غضون أسبوعين من تقديم الطلبات ودعوتها إلى إجتماع.

القسم 1: نظرة عامة

تم تسجيل أوكسفام في لبنان منذ عام 1993. ومنذ ذلك الحين، وباستخدام خبرتها الواسعة في التعاون الإنمائي والمساعدات الإنسانية على المستويين العالمي والإقليمي، نفذت العديد من المشاريع. في عام 2013، وسّعت منظمة أوكسفام مهمتها وأطلقت برنامجاً واسع النطاق إستجابة للأزمة السورية. من خلال مكاتبها في بيروت والبقاع وشمال لبنان، تدير أوكسفام حالياً مجموعة واسعة من المشاريع المموّلة من جهات مانحة مؤسسية وغير مؤسسية كجزء من برامجها الإنسانية والحوكمة والعدالة الإقتصادية.

لقد كانت يوتوبيا شريكاً لمنظمة أوكسفام منذ عام 2013 في إطار مشاريع المياه والصرف الصحي، سبل العيش، المساعدات المالية والحماية. وهي تعمل في أفقر أحياء طرابلس منذ عدة سنوات، وبالتالي أسّست حضوراً قوياً وعلاقات متينة، واكتسبت ثقة المجتمعات المحلية والسلطات المحلية. تتمتع يوتوبيا بخبرة في مجال الحماية المجتمعية؛ وهي تعمل بشكل وثيق مع شركاء متعدّدين بشأن المشاركة المجتمعية وعلى زيادة الروابط والتآزر مع المشاريع الأخرى التي تنفذها في طرابلس.

القسم 2: هدف ومسار المشروع

من خلال مقاربة التحويلات النقدية للمجموعات (GCT)[1]، ستعمل أوكسفام في لبنان ويوتوبيا بشكل مباشر مع 9 مجموعات (ما لا يقل عن 25 بالمائة ستكون مجموعات نسائية) في مناطق طرابلس، الكورة والمنية-الضنية التي لديها أفكار لتعزيز قدرتها وتحسين إدارتها لمواجهة المخاطر والاستجابة لاحتياجات مجتمعاتها. تهدف العملية إلى نقل سلطة اتخاذ القرار والإدارة إلى المجموعات المحلية المتضررة من الأزمة من خلال تسهيل وصولها إلى الموارد ومعالجة احتياجاتها وأولوياتها على المستوى المحلي مع ضمان احترام الإدارة والحفاظ عليها. سيسمح هذا أيضاً بإنشاء المساءلة المتبادلة والملكية على تنفيذ المشروع، مما يؤدي إلى نتائج أكثر استدامة.

طوال سير العملية، ستوفّر أوكسفام ويوتوبيا للمجموعات المساعدة على أدوات تطوير وإدارة المشروع الأساسية. يسرّ منظمة أوكسفام ويوتوبيا توفير أو تسهيل تعزيز القدرات المصمّمة حسب الحاجة أو الطلب.

ستعمل المجموعات المختارة مسبقاً على:

• حضور إجتماع تنظمه منظمة أوكسفام ويوتوبيا حول عملية الاختيار والمعايير واقتراح المشروع والجدول الزمني.
• التشاور مع أعضاء المجتمع لتحديد الأولويات أو استخدام النتائج من المشاورات المجتمعية لتصميم اقتراح المشروع.
• تقديم اقتراح مشروع للحصول على منحة التحويلات النقدية للمجموعات (GCT) لتنفيذ مبادرة مجتمعية للاستجابة الإنسانية ليتم الانتهاء منها بحلول نهاية كانون الاول 2026 على أبعد تقدير.
• تلقي الدعم والتوجيه الوثيقين من منظمة أوكسفام ويوتوبيا أثناء صياغة إقتراح المشروع والميزانية.

القسم 3: معايير الإختيار

سيتم اختيار 9 مقترحات/مشاريع من خلال عملية تنافسية تستند إلى مجموعة من المعايير التي تشمل ما يلي:

• التواجد في مناطق طرابلس، الكورة والمنية-الضنية.
• أن يكون للمجموعة إسماً/إنشاء إسماً وما لا يقل عن 10 أعضاء لديهم الإرادة والقدرة على تنفيذ مبادرتهم بنجاح.
• أن يكون 50 بالمائة على الأقل من أعضاء المجموعة من النساء.
• اكتساب ثقة واحترام أعضاء المجتمع.
• أن يكون للمجموعة فكرة مبادرة للإستجابة الإنسانية تهدف إلى المساهمة في المجتمع الأوسع ويمكن تنفيذها بنجاح في غضون 5 أشهر كحد أقصى.
• الإستعداد لتنفيذ المبادرة على الفور، لكن بحاجة إلى بعض الدعم (سواء كانت أموالاً، مهارات، معدات، معلومات، أو علاقات) للقيام بذلك.
• إحترام المبادرة لمبدأ "عدم إلحاق أي ضرر".
• خدمة و/أو إشراك المبادرة لأكبر شريحة من المجتمع المستهدف[2].

القسم 4: كيفية إبداء الإهتمام

يتم تشجيع المجموعات المحلية المتضررة من الأزمة في مناطق طرابلس، الكورة والمنية-الضنية على ملء نموذج الطلب باللغة الإنجليزية أو العربية (انظر القسم 5) وإرساله بحلول 6 تموز 2025 الى rnaboulsi@oxfam.org.uk  ، تحت عنوان

Call: Strengthen the capacity of crisis-affected community groups and enhance their agency to confront hazards and respond to their communities’ needs through Group Cash Transfers (GCT).

Target: Crisis-affected community groups in Tripoli, El Koura, and El Minieh-Dennie districts

Donor: Swedish International Development Cooperation Agency (SIDA)

Grant: between 2,000 and 5,000 USD

Restricted Call for Applications

Oxfam in Lebanon and UTOPIA are pleased to invite semi-formal and informal community groups actively operating in Tripoli, El Koura, and El Minieh-Dennie districts and having ideas that could contribute to strengthening their capacity and enhancing their agency to confront hazards and respond to their communities’ needs to express interest and later be eligible to submit a proposal. Crisis-affected community groups interested in this opportunity and that meet the eligibility criteria listed below (see Section 3) will have to fill out the Application form in English or Arabic via a Google Form link (see Section 5) and send it through email to rnaboulsi@oxfam.org.uk , mentioning in the subject : “GCT 2025-Group Name- Group Location” .

Selected groups will be contacted within two weeks of the submission of their application and invited to an information session.

Section 1: Overview

Oxfam has been registered in Lebanon since 1993. Since then, using its extensive experience in development cooperation and humanitarian assistance at global and regional level, it has implemented numerous projects. In 2013, Oxfam expanded its mission and launched a large-scale programme in response to the Syria crisis. With offices in Beirut, the Beqaa and the North of Lebanon, Oxfam currently manages a wide range of projects funded by institutional and non-institutional donors as part of its humanitarian, governance and economic justice programmes.

UTOPIA has been a partner of Oxfam since 2013 under WASH, Livelihoods, Cash, and Protection projects. It has been working in the poorest neighbourhoods of Tripoli for several years, and has therefore established a strong presence and solid relationships, and gained the trust of communities and local authorities. UTOPIA holds an expertise in community-based protection; it works closely with multiple partners on community engagement and on increasing linkages and synergies with other projects it implements in Tripoli

Section 2: Project’s Objective and Process

Through the Group Cash Transfers approach[1], Oxfam in Lebanon and UTOPIA will work directly with 9 community groups (at least 25 percent will be women-led groups) in Tripoli, El Koura, and El Minieh-Dennie districts that have ideas to strengthen their capacity and enhance their agency to confront hazards and respond to their communities’ needs. The process aims to transfer decision-making power and agency to crisis-affected community groups by facilitating their access to resources and addressing their needs and priorities at the local level while ensuring agency is respected and preserved. This will also allow for the establishment of mutual accountability and ownership over project implementation, resulting in more sustainable outcomes.

Throughout the process, Oxfam and UTOPIA will provide the groups with support on basic project development and management tools. Oxfam and UTOPIA are happy to provide or facilitate tailored capacity strengthening when required or requested.

The pre-selected community groups will:

• Attend an information session organized by Oxfam and UTOPIA about the selection process, criteria, proposal, and timeline.
• Consult with community members to identify priorities or use finding from community consultations to design a proposal.
• Submit a proposal for a GCT grant to implement a community-oriented initiative for humanitarian response to be finalized by end of December 2026 at the latest.
• Receive close support and guidance by Oxfam and UTOPIA while drafting the proposal and the budget.

Section 3: Selection Criteria

Nine proposals will be selected through a competitive process based on a set of criteria that includes the following:

• Presence in Tripoli, El Koura, and El Minieh-Dennie districts.
• Have/Create a name and of at least 10 members who have the will, commitment and capacity to successfully implement their initiative.
• At least 50 percent of the group members are expected to be women.
• Have gained the trust and respect of fellow community members.
• Have an idea for an initiative for humanitarian response which aims to contribute to the wider community and could be implemented successfully in maximum 5 months.
• Ready to implement their initiative immediately, but need some support (whether funds, skills, equipment, information, or connections) to do so.
• The idea respects the principle of Do No Harm.
• The idea serves and/or engages the widest segment of the target community[2].

Section 4: How to Express Interest

Crisis-affected community groups in Tripoli, El Koura, and El Minieh-Dennie districts are encouraged to fill out the Application form in English or Arabic (see Section 5) and send it by July 6th , 2025, to rnaboulsi@oxfam.org.uk ,mentioning in the subject : “GCT 2025-Group Name- Group Location”.
