Background: Oxfam has developed a protection analysis, in Lebanon's Bekaa Valley, focusing on threats faced by Syrian refugees. The objective of the protection analysis was to better understand the protection risks faced by this population in Lebanon, considering a shrinking protection space.
Oxfam has conducted consultations with community members to validate the findings of the protection analysis and identify the priorities of the communities to define the conditions in which their rights can be restored and preserved.
As part of its community-based protection intervention, Oxfam will support the targeted communities implement locally-led initiatives to enhance the self-protection capacity of the community.
Objectives of the consultancy: Oxfam is implementing community-led protection initiatives in three informal tented settlements (ITSs) in the Bekaa, Bouday, Deir Al Ahmar and Btedie, as part of a protection analysis project. Based on priorities identified by the community, access to legal information and support was highlighted as a key protection need. To respond to this need, Oxfam is seeking to hire a qualified legal aid consultant to deliver awareness sessions and individualized consultations in the three targeted ITSs, over a period of three days (from 28 to 30th of April 2025). Roles and responsibilities: The consultant will:
1.
Deliver one awareness session per ITS on the following topics (maximum 2 hours):
a.
Access to legal residency in Lebanon in practice.
b.
Rights and procedures in case of raids, arrest, or detention.
2.
Provide one-on-one legal consultations for selected households following each session (up to 3 hours).
3.
Coordinate with Oxfam’s protection team to ensure culturally sensitive, inclusive, and accurate messaging.
4.
Prepare and submit a short summary report of the sessions conducted and common issues raised during the consultations. Oxfam will provide:
o
Transportation to and from the ITS locations (either departing from Beirut or from Zahle);
o
Venue and coordination for sessions with community focal points;
o
Support from the protection team for session facilitation and note-taking.
Qualifications
o Licensed lawyer or legal professional authorized to practice in Lebanon;
o Proven experience providing legal aid to refugee populations, particularly in relation to residency and protection rights;
o Strong knowledge of Lebanese administrative and legal procedures affecting refugees;
o Experience in conducting awareness-raising activities and facilitating group sessions;
o Fluency in Arabic; English is an asset;
o Sensitivity to the needs of marginalized populations and adherence to protection principles. Demonstration of experience
o Summaries or anonymized samples of previous awareness sessions or legal consultations delivered.
o Reference letters or recommendation from previous INGOs, NGOs, or UN agencies, attesting to the consultant’s role and quality of service delivery.
o List of relevant consultancies or projects, with a clear indication of the project title, organization, date, role and key achievements. Requested Documents
