Training of MEAL Staff
Oxfam is advertising the below as one of the outputs of Oxfam's Programme funded by Global Affairs Canada (GAC), to develop capacity strengthening plans for partner staff and to improve the capacity of local implementing partners and ensure sustainability. KAFA and CLDH, in coordination with Oxfam, carried out an assessment to identify areas of needs requiring additional capacity strengthening and development. The below is one of the fields identified through the assessment findings that Oxfam has committed to support.
Background
KAFA (enough) Violence & Exploitation is a Lebanese civil, non-governmental, non-profit, feminist, and secular organization seeking to create a society that is free of social, economic, and legal patriarchal structures that discriminate against women.
KAFA has been aiming to eliminate all forms of gender-based violence and exploitation since its establishment in 2005. It seeks to realize substantive gender equality through the adoption of a combination of different approaches, such as:
- Advocating for law reform and introduction of new laws and policies,
- influencing public opinion, changing the prevailing patriarchal practices, mentalities, and concepts, conducting research and training,
- and empowering women and children, victims of violence, and providing them with social, legal, and psychological support.
The Lebanese Center for Human Rights (CLDH) is a local non-profit, non-partisan Lebanese human rights organization based in Beirut. CLDH was created in 2006 by the Franco-Lebanese Movement SOLIDA (Support for all Lebanese Detained Arbitrarily), which has been active since 1996 in the struggle against arbitrary detention, enforced disappearance and the impunity of those perpetrating gross human rights violations. CLDH monitors the human rights situation in Lebanon, fights enforced disappearance, impunity, arbitrary detention and racism and rehabilitates the victims of torture. CLDH regularly organizes press conferences, workshops and advocacy meetings on human rights issues in Lebanon and collects, records and documents human rights abuses in reports and press releases. CLDH currently has 4 offices inDora, Zalka, Bekaa and Tripoli.
The purpose of this document is to outline the responsibilities, qualifications, and expectations for a Monitoring, Evaluation, Accountability, and Learning (MEAL) Trainer. The MEAL Trainer will be responsible for conducting training sessions and capacity-building activities related to MEAL practices and principles for members of KAFA and CLDH, to support them in enhancing their mission.
Objective
The MEAL Trainer's primary objectives are:
- To enhance the knowledge and skills of staff and stakeholders within the organization or project, related to MEAL concepts, tools, and best practices. This will be achieved by conducting workshops on data management, data analysis, and proposal design.
- To provide support for the implementation of effective MEAL systems that ensure accountability, learning, and data-driven decision-making.
- To strengthen the organization's ability to measure the impact and outcomes of its programs and projects.
- To contribute to enhancing the participants' knowledge and skills, which can later be applied within the M&E department.
Trainees Expectations:
- Trainees within and beyond the M&E Departments will acquire knowledge on the best practices of data management
- Trainees will acquire advanced knowledge on the best practices of data analysis and be able to link to their program designs
- Trainees will acquire skills on proposal design
Responsibilities
The MEAL Trainer will be responsible for the following tasks:
- Develop and deliver training modules on MEAL concepts, including monitoring and evaluation frameworks, data collection methods, data analysis, and reporting.
- After a general overview on 1st day, the trainers should divide the participants in to two groups, the CLDH group and the KAFA group, till end of the training sessions.
- Conduct training sessions and workshops for staff, and interns with different levels of experience.
- Provide hands-on support and guidance on the implementation of MEAL activities, including setting up data collection systems, designing surveys, and conducting evaluations.
- Assist in the development of MEAL tools and resources tailored to the organization's needs and objectives.
- Advise on the integration of MEAL processes throughout the project or program cycle, from planning to implementation and evaluation.
- Ensure that MEAL practices adhere to ethical standards and respect principles of confidentiality, data protection, and informed consent.
- Collaborate with the project team to ensure that MEAL results are used for adaptive management and program improvement.
- Facilitate learning sessions to encourage a culture of learning, reflection, and knowledge sharing within the organization.
Workshop Details:
Duration: The workshop will be conducted over a span of 4 days
Methodology: The workshop will consist of a mix of theoretical and practical methods.
Qualifications
The MEAL Trainer should possess the following qualifications:
a. A strong background in MEAL, with a minimum of 5 years of experience in designing and implementing MEAL systems for development or humanitarian projects.
b. In-depth knowledge of various MEAL methodologies, data collection tools, and analysis techniques.
c. Excellent facilitation and training skills, with the ability to communicate complex concepts effectively to diverse audiences.
d. Experience in conducting training sessions and workshops in MEAL-related topics.
e. Familiarity with relevant software for data management and analysis (e.g., Excel, SPSS, or other statistical software).
f. Excellent written and spoken English and Arabic language skills
Deliverables
The MEAL Trainer is expected to deliver the following outputs:
a. A detailed training plan outlining the topics, methodology, and schedule for the training sessions.
b. Training materials, including presentations, handouts, and exercises.
c. Reports on training sessions, including participants' feedback and recommendations for improvement.
Duration and Location
The contract for the MEAL Trainer will be for the month of December. The training sessions and support activities will take place at CLDH Office in Dora.
Reporting:
The Trainer will provide a brief progress report after each training day, summarizing topics covered, participants' engagement, and any notable observations including pre-post-tests analysis.
Payment and Remuneration
The payment and remuneration details will be agreed upon and specified in the contract.
Confidentiality
The MEAL Trainer shall treat all information obtained during the assignment as confidential and shall not disclose it to any third party without prior written consent.
Amendment
These Terms of Reference may be amended by mutual agreement between the MEAL Trainer and the organization, provided that such amendments are documented in writing and duly signed by both parties.
