Mental Health and Psychosocial Support (MHPSS) Expert

Oxfam is seeking a qualified and experienced Mental Health and Psychosocial Support (MHPSS) Expert to deliver specialized psychosocial support sessions for war-affected populations in South Lebanon. The Expert will be responsible for planning and delivering structured MHPSS group sessions, providing appropriate referrals for individuals requiring specialized psychological care, and ensuring quality documentation and reporting in line with project objectives.

This role will be closely integrated with the wider project activities under the WASH, Protection, and Cash-for-Work components, ensuring a holistic and coordinated response. The Expert will design and facilitate sessions adapted to the local context, identify and refer individuals in need of advanced psychological support, and work in close collaboration with the Protection Team, Protection Advisor.

Furthermore, the Expert will contribute to learning and accountability processes by preparing midline and endline reports and by co-leading a reflective learning session with the MEAL team

Under the OUS Appeal project, Oxfam aims to support war-affected populations in South Lebanon through a comprehensive intervention that integrates WASH, protection, and cash-for-work components.

The WASH component focuses on enhancing access to safe water through the provision of equipment to Water Establishments (WEs) and other relevant institutions, as well as the rehabilitation stations across Nabatiyeh and South Lebanon governorates.

The project also implements Cash-for-Work activities that engage community members in environmental and social initiatives, contributing to both short-term income generation and longer-term community resilience.

In the protection sector, the project delivers Emergency Case Assistance (ECA) and Facilitation to Access of Services (FAS) and supports Community-Based Protection (CBP) initiatives that empower local actors to identify and mitigate protection risks. Activities include awareness sessions on key protection topics, and capacity-strengthening trainings for community members on Gender-Based Violence (GBV), Psychological First Aid (PFA), and safe identification and referrals.

In parallel, under the protection pillar, the project implements Mental Health and Psychosocial Support (MHPSS) interventions, aimed at strengthening the emotional wellbeing and coping mechanisms of individuals and communities affected by the crisis.

SPECIFICATION OF SERVICES REQUIRED

The Expert will be responsible for planning and facilitating 80 MHPSS group sessions in 65 days, tailored to the needs and context of affected individuals, ensuring adherence to international MHPSS standards and Oxfam’s protection principles using technical guidance note and toolkit developed by the MHPSS Experts.  Working closely with the Protection Team,  the Expert will deliver psychosocial support sessions, identify individuals in need for  specialized psychological support, and coordinate timely and appropriate referrals. The Expert will also play a key role in documentation, reporting, and learning, including the preparation of midline and endline reports, as well as the co-facilitation of a reflective learning session with the MEAL team. Through the application of technical expertise and a rights-based, conflict-sensitive, and community-driven approach, the MHPSS Expert will contribute to Oxfam’s commitment to delivering safe, accountable, and dignified humanitarian action.

How to Apply

Interested Experts should submit their:

  • Detailed CV highlighting relevant qualifications and experience.
  • A brief technical proposal which includes a suggested methodology for carrying out the assignment.
  • A financial proposal, based mainly on rate of the individual MHPSS sessions. All other estimated costs of brief per session reports, midline and endline, reflection session contribution,  communication and transportation expenses should be included in the sessions’ rates.
  • Minimum of three references of similar assignments, preferably with INGO or local NGO.
  • Registration and official government documents, if applicable. Noting that 8.5% will be deducted from the total amount if not registered.
