Rehabilitation of the solar system in Ras Baalbek

Oxfam Lebanon Programme

Background:

Oxfam is a global movement of people, working together to end the injustice of poverty. Oxfam has been working in Lebanon since 1993. We provide humanitarian assistance to vulnerable people affected by conflict, and we promote economic justice and good governance, and women’s rights. Oxfam also works with local partners to contribute to the protection and empowerment of marginalized women and men.

In responding to the Syrian Refugee Crisis, Oxfam addresses the emergency water needs through WaSH service provision to populations residing in informal settlements; and to those of the Lebanese host communities through efforts to improve water infrastructure and management systems.

Oxfam is seeking for a service provider to replace the 30 KW VFD in Ras Baalbek solar pumping station and to rehabilitate the system control room.
 

Project Objective:

• Supply, install, test and commission of 30 kW solar variable frequency drive VFD in Ras Baalbek pumping station.
• Checking the PV system, Panels, steel structure, DC cables, fuses … and apply the needed maintenance.
• Rehabilitation of the station control room.
• Check the operation of the complete PV solar pumping system.

Location of the station: Ras Baalbek- North Bekaa (34.255304 36.424906).

Closing Date: Offers to be submitted on or before Friday August 5th, 2022, at 3:00 PM.

Information about the PV:

The PV plant is consisting of 162 PV panels (18 panels per string, 9 string in total), each of 240 Wp, for a total PV system = 38.88 KWp solar PV system operating a 35 HP submersible pump.

Content of Works:

• The service provider will be responsible to change the VFD and operate the system.
• The service provide will be responsible on rehabilitating the control room.
• The service provider will check the complete Solar system.
• A final report of the repairing and Refurbishment actions to be submitted.

General Conditions:

• The service provider must take into consideration COVID-19 precaution measures during the implementation.
• The service provider will be responsible to provide transportation for himself.
• The Service provider relationship will directly be with Oxfam staff and not with the BWE team.
• Oxfam Solar engineer to monitor and confirm the work.
• Contractor must ensure safety and security/prevention to avoid any accident while working.
• The period of execution the works in the site shall up to 20 working days from date of handover the site including the monitoring after replacement.
• Ensure that the supplied items are brand new not renewed, and that applies to all the supplied items. Preference is given to the items that have proven technical quality and efficiency during the operation.

All the bidders must do a site visit that will be organized by Logistic team and program team before submitting their offers.

Selection criteria for administrative compliance:

This part concerns the information given in the supplier questionnaire, each Bidding parties can also include any other document he wishes, to assist us in judging their suitability according to the below criteria:

• Company Profile.
• At least Three years of experience in the same domain (company name, contact name and phone number, recommendation letters).
• Size of customer database - along with a list of your main customers including any Non-Governmental Organisations (NGOs) and U.N. agencies
• Proof of organization/individual’s Registration in Lebanon, if applicable. Please note that if entity/individual are not registered then 7.5% will be deducted from the total amount
• Ministry of Finance registration certificate and VAT if applicable
• Datasheets for the items provided.

Pricing / Required Details

The prices must be presented according to the following titles:

1. All tenderers must be qualified technically and financially to be able to submit their offers.
2. The unit prices and rates must be presented in US dollars for each of the offer items.

Coordination and Supervision

The activity will be supervised by Oxfam’s solar team. Oxfam may assign additional staff during the implementation of activity.
