Background
Oxfam is a global movement of people, working together to end the injustice of poverty. Oxfam has been working in Lebanon since 1993. We provide humanitarian assistance to vulnerable people affected by conflict, and we promote economic justice and good governance, and women’s rights. Oxfam also works with local partners to contribute to the protection and empowerment of marginalized women and men.
Under its Water, Sanitation and Hygiene programme, Oxfam addresses (1) emergency water and sanitation needs through service provision, (2) hygiene promotion and responses to public health risks through immediate and long-term responses, as well as (3) water governance in coordination with Water Authorities through offering green-solutions to water infrastructure and management systems.
Objective
Within the framework of GAC lll project (Lifesaving WASH and Protection Response to the Multifaceted and Protracted Crisis in Refugee-Hosting Beqaa Region, Lebanon 2022-2024) funded by GAC, Oxfam is looking for a contractor to repair and upgrade the two wastewater treatments systems installed year ago at 008 and 036 Bouday located in the North Bekaa.

Operational objective
008 Bouday:
- Purchasing and installing electrical inverter to the existing solar system to operate the 0.5 HP pump.
- Test the installed inverter and make sure from the functionality and operation of the installed solar system.
- Supply and install straight shackle padlocks to the main door, operation room door, metal covers and the control cabinet and provide minimum 2 keys per lock to Oxfam
036 Bouday:
- Construct four walls using 20 cm concrete blocks to build the operation room with internal dimensions of 4 * 2 m.
- Keep 5 cm space between blocks to maintain good ventilation.
- Install on the existing door a steel plate of 1.8 m, 1m of 3 mm thickness, the welding should be to all corners of the existing steel frame of 2.5x2.5cm steel square section, Steel plate should be painted two layers of epoxy grey color
- Supply and install straight shackle padlocks to the main door, operation room door, metal covers and the control cabinet and provide minimum 2 keys per lock to Oxfam
General Conditions
- The contractor must take into consideration COVID-19 precaution measures during the construction.
- Oxfam has the right to request additional items.
- The contractor must present all items to Oxfam’s technical team for their validation before installing them.
- The period of execution in each site shall be up to 5 working days from the date of the site handover
- The contractor will be responsible to provide transportation for his/her worker to the sites throughout the implementation period, taking into consideration the restrictions on movements.
- The contractor must visit the work sites before submitting his/her technical offer.
- The site engineer may amend what he/she deems "technically" suitable for the project and after taking the approval of Oxfam, and the Contractor must abide completely with instruction of the supervising committee.
- The Contractor’s relationship will directly be with OXFAM staff and not with the refugees.
- OXFAM staff and the contractor’s representative will be onsite during the reparation work.
- Any material that is not available in the market, an approved alternative item should be installed.
- The contractor shall execute all work required in the presence of the site engineer or his/her representative considering that the supervision committee has the right to require re-implementation in case of violation of specifications agreed in the technical Book of Conditions, the instructions of the supervising committee, or any work executed in the absence of Oxfam supervisors.
- Oxfam WASH Team and his/her representative is responsible to monitor and confirm the work.
- Ensure safety and security/prevention to avoid any accident while implementing.
- Oxfam has the right to increase or decrease quantities at the same unit cost.
- The contractor should adhere to the directions of the engineer about cleaning and removing the existing debris and unused materials from inside and around the site and transporting debris outside the site.
- The contractor must reinstate the site
Contractor:
- The contractor must ensure that all the supplied items are brand new and not renewed. Preference is given to the items that have proven technical quality and efficiency during the operation
- The contractor is committed to all the ToR and annexes attached with these technical conditions including the quantities and dimensions. The Contractor may not increase or decrease these quantities without the written consent of Oxfam.
- Any unclarified items in the BOQ or the drawings must be discussed with Oxfam staff.
- Procedure of execution in the site will be shared with contractor after signing the contract.
All the bidders must do a site visit that will be organized by Logistic team and program team before submitting their offers.
Selection criteria for administrative compliance:
This part concerns the information given in the supplier questionnaire, each Bidding parties can also include any other document he wishes, to assist us in judging their suitability according to the below criteria:
- Company Profile.
- At least Three years of experience in the same domain of construction (company name, contact name and phone number).
- Data specification sheets or equivalent of the proposed inverter and locks
- Size of customer database - along with a list of your main customers including any Non-Governmental Organisations (NGOs) and U.N. agencies
- Proof of organization/individual’s Registration in Lebanon, if applicable. Please note that if entity/individual are not registered then 7.5% will be deducted from the total amount
- Ministry of Finance registration certificate and VAT if applicable
Pricing / Required Details
The prices must be presented according to the following titles:
- All tenderers must be qualified technically and financially to be able to submit their offers
- The unit prices and rates must be presented in US dollars for each of the offer items.
Coordination and Supervision
The activity will be supervised by Oxfam’s PHE team. Oxfam may assign additional staff during the implementation of activity.

Site Survey:

A mandatory site visit will be held at Bouday, the tentative date will be on Friday September 09th, 2022, to present the project site requirements and allow for a Q&A for interested bidders.
Gathering in Oxfam Zahle office at 9:30 am and then heading to Bouday.
Failure to attend the site visit will be considered as disqualified and result in rendering the absent bidder as ‘non- eligible’.
Timeframe and Payment
100% payment in Fresh USD within 30 days after satisfactory completion of service, submitting the final report and financial documents via bank transfer.
