Invitation to Tender (ITT)
Oxfam GB is issuing this tender to select its preferred Supplier of the Research. The chosen supplier will then be expected to fulfil all of Oxfam GB’s requirements for the Research for the three-month contract period. Oxfam GB will only consider changing supplier if its preferred supplier was unable to supply our needs within a required timescale, if levels of service were inadequate, if pricing becomes un-competitive or if significant changes occurred in the market place/within Oxfam GB.
This invitation to tender has been issued for the sole purpose of obtaining offers for the supply of Services against the specification contained within this document. Oxfam GB reserves the right not to enter into or award a contract as a result of this invitation to tender. Oxfam GB also reserves the right to terminate any contract issued as a result of this ITT as set out in the contract terms and conditions. Successful tenders will be expected to enter into a formal contract with Oxfam GB, which will be supported by a Service Level Agreement.
The onus is on the supplier to ensure that their offer is complete and meets Oxfam GB’s requirements. Failure to comply may lead to the offer being rejected without any reason being given. Please therefore ensure that you read this document carefully and answer fully all questions asked.
A. Applicant Details

B. Research Proposal
Research proposals must include the following sections:
Research Team: outline of the following:
a. Details of the proposed research team, including proposed structure (organogram, locations, experience level, and CVs of all team members).
b.Research team qualifications: Please demonstrate (with examples) how your organisation/research team meets the following:
i. Proven track record of designing and leading participatory research focused on gender and fragility and conflict in the MENA context. Please include examples (if any) of services that the applicant has provided previously to Oxfam GB including the same of the Oxfam GB representative(s) concerned.
ii. Proven experience in designing and leading research on gender related to development interventions and gender-specific interventions, and relevant publications in this field.
iii. Deep understanding of the socio, political and economic context in MENA;
iv. Extensive knowledge of gender issues related to women, peace and security;
v. Demonstrated ability to lead field research activities in relatively insecure areas;
vi. Demonstrated experience in producing well-written research reports for international audiences, in a plain and approachable text, demonstrating excellent analytical and communication skills;
vii. Ability to coordinate a research team and to establish constructive relations with the organizational structures that will support the research & ability to deliver a high-quality product in a timely manner;
viii. Fluent in English and excellent command of Arabic (written/spoken)
2.Methodology: detailed description of your proposed approach and methodology for conducting this research. How you will approach the proposed research questions as well as potential sources and people to be consulted in the course of conducting this research. What strategic alliances will you forge and who will you collaborate with to deliver the research (partnerships, coalitions, networks, CSO actors)?2.
3.Workplan: in line with the timeline outlined in Section 4. The format is at the applicant’s discretion but should include a timeline, milestones and price lines in line with the proposed budget including a payment plan with milestones and deliverables.
4.Budget: as outlined in Section 7 below.
5.Risk analysis: At least one page outlining key risks and mitigations in conducting this research.
Pricing/Details Required
We are inviting you to quote under the following headings:
a) Personnel expenses (including individual daily rate of all research team members)
b) Data collection expenses (external and internal travel, transport, accommodation and other field work costs)
c) Research expenses (translation, transcription, interpretation etc)
d) Any other costs required to deliver the services according to the ITT specifications.
The format of the pricing submission should be in Excel format – PDF copies may be provided only as back-up to the editable (copy only) Excel file.
If the country of origin is not Lebanon, please include your fiscal/tax number.
Payment Terms
Oxfam GB’s standard terms of payment are within 30 days after the end of the month of receipt by Oxfam of a proper invoice or, if later, after acceptance of the Goods or Services in question by Oxfam. The preferred payment method is by Bank Transfer or Cheque.
