Supplier to Supply, Deliver, and Install Two 20,000-Liter Horizontal Cylindrical Diesel Storage Tank to Saida, South Lebanon

  1. BACKGROUND AND CONTEXT

We provide humanitarian assistance to vulnerable people affected by conflict, and we promote economic justice and good governance, and women’s rights. Oxfam also works with local partners to contribute to the protection and empowerment of marginalized women and men.

  1. SPECIFICATION OF GOODS and any SERVICES/ WORKS REQUIRED

Oxfam is seeking a qualified supplier to manufacture, supply, deliver, and install a 10,000-liter steel diesel fuel storage tank at the SLWE storage facility in Saniniq -Saida, in accordance with the specified technical requirements.

 

The supplier shall manufacture, supply, deliver, and install two (2) horizontal cylindrical diesel storage tanks, each with a nominal capacity of 20,000 liters, complete with all associated fittings, accessories, and services, at designated locations within the SLWE storage facilities, as specified below:

 

  • Fabrication of the tank using carbon steel (ASTM A36 or equivalent), including shell, end plates, and stiffeners
  • Provision of all nozzles, fittings, and accessories (inlet, outlet, drain, vent, manhole, level indicator)
  • Supply and installation of structural components (saddle supports, lifting lugs, access ladder)
  • Surface preparation and application of internal and external coating systems
  • Testing and inspection (hydrostatic test, weld inspection, coating inspection)
  • Delivery and installation at the designated site
  • Preparation and submission of shop drawings for approval prior to fabrication
  • Submission of design calculations and drawings for verification of tank capacity and structural adequacy
  • Submission of all required documentation (material certificates, test reports, shop drawings)
  • Submission of a 12-month warranty covering manufacturing defects, structural components, and all fittings.

 

 

NOTE: A framework agreement could be developed based on this TOR.

 

 

 

    1. Tank Structural Specifications

 

Tank Configuration

 

  • Tank shall be of horizontal cylindrical configuration, suitable for above-ground installation
  • Tank material shall be mild steel ST37 or equivalent approved standard
  • Tank dimensions shall be approximately:
  • External diameter: 2500 mm
  • Cylindrical shell length: 4500 mm.
  • Contractor shall verify and adjust final dimensions to ensure compliance with the required storage capacity (20,000–22,000 liters)

 

Plate Thickness

 

  • Shell thickness: minimum 6 mm
  • End plates thickness: 6–8 mm

 

Fabrication

 

  • Fabrication shall be carried out using electric arc welding (SMAW and/or MIG)
  • All welds shall be continuous, uniform, and free from defects such as cracks, porosity, or lack of fusion
  • Welding shall be performed by qualified and experienced welders in accordance with applicable standards

 

Structural Requirements

 

  • End plate stiffeners (vertical/plate type) shall be provided as required to ensure structural integrity
  • Tank shall be designed to withstand full hydrostatic load, handling, and transportation stresses.

 

Top Walkway

 

  • Tank shall be provided with a top anti-skid walkway
  • Walkway shall be fabricated from chequered steel plate or grating
  • Designed to provide safe access to manhole, vent, and inlet connections
  • Walkway shall be properly supported and welded to tank structure

 

Quality Requirements

  • Tank shall be properly aligned, dimensionally accurate, and free from defects
  • All joints shall be fully sealed and leak-tight
  • All edges and surfaces shall be properly finished and prepared for coating application

 

 

Standards and Compliance

 

Design and fabrication shall comply with:

  • API 650, BS EN 12285, or equivalent recognized standards
  • Accepted international engineering practices

 

    1. Surface Preparation and Coating

 

Surface Preparation

  • All tank surfaces shall be properly prepared prior to coating application
  • Surface preparation shall be carried out by abrasive blast cleaning to Sa 2.5 in accordance with ISO 8501-1 or equivalent standard
  • Surfaces shall be free from rust, mill scale, oil, grease, dust, and other contaminants

 

Internal Coating

  • Internal surfaces shall be coated with fuel-resistant epoxy coating suitable for diesel storage
  • Minimum total dry film thickness (DFT) shall be 250 microns (minimum two (2) coats)
  • Coating system shall provide resistance to corrosion, fuel contamination, and chemical attack

 

External Coating

  • External surfaces shall be coated with a zinc-rich primer followed by a polyurethane topcoat or equivalent approved system
  • Minimum total dry film thickness (DFT) shall be 200 microns (minimum two (2) coats)

 

Application Requirements

  • Coating shall be applied in accordance with the manufacturer’s specifications and recommendations
  • Each coat shall be properly cured before application of subsequent coats

 

Inspection and Quality Control

  • Coating thickness shall be measured and verified using appropriate instruments
  • Coating shall be uniform and free from defects such as pinholes, runs, blistering, or peeling

 

Finish Color

 

External finish color shall be light grey or as approved by the Oxfam engineer

 

    1. Nozzles and Fittings

The tank shall be complete with all required nozzles, connections, and fittings necessary for safe operation, filling, discharge, venting, and inspection.

 

Manhole

  • One (1) 450 mm diameter bolted manhole
  • Complete with gasket, cover, bolts, and lockable arrangement
  • Located at the top of the tank

 

Inlet Nozzle

  • One (1) Ø64 mm inlet connection
  • Complete with blind flange or cap

 

Outlet Nozzle

  • One (1) 2” flanged outlet connection
  • Complete with ball valve

 

Vent Connection

 

  • One (1) Ø51 mm vent connection
  • Complete with weather cover and flame arrestor

 

Drain Connection

  • One (1) 1.5” bottom drain connection
  • Complete with valve and plug/cap

 

Level Indicator

  • Tank shall be equipped with a level indicator
  • Installed on the side of the tank as per drawing
  • Type: mechanical / sight glass / float type

 

    1. Supports and Structural Components

 

Saddle Supports / Legs

  • Tank shall be supported on welded steel saddle supports / legs
  • Supports shall be designed to withstand full tank load when filled
  • Each support shall include base plates and stiffeners
  • Suitable for installation on a concrete foundation

 

Lifting Lugs

  • Tank shall be equipped with welded lifting lugs
  • Designed for safe handling, lifting, and transportation

 

    1. Access Ladder

 

Ladder Specifications

  • Fixed vertical ladder fabricated from steel mild steel ST37 or equivalent
  • Height: to suit tank dimensions
  • Width: 400–450 mm
  • Rung spacing: 250–300 mm
  • Rungs shall provide safe, anti-slip footing

 

Installation

  • Ladder shall be complete with supports and brackets
  • Securely welded to the tank structure

 

Coating

  • Ladder shall receive the same surface preparation and coating system as the tank

 

    1. Testing and Inspection

 

Hydrostatic Testing

  • Tank shall undergo hydrostatic leak test
  • Minimum duration: 24 hours
  • No leakage, deformation, or failure permitted

 

Weld Inspection

  • All welds shall be visually inspected
  • Defects shall be repaired and re-tested

 

Coating Inspection

  • Coating thickness shall be measured and verified
  • Surfaces shall be free from defects

 

Compliance

  • All testing shall follow applicable international standards

 

Warranty

  • Minimum 12-month warranty from delivery or commissioning
  • Covers manufacturing defects, structural components, and all fittings
  • Supplier shall repair or replace defective parts at no cost
  • Warranty certificate shall be submitted
