Supply, install, test, and commission solar-powered water filtration systems in Bint Jbeil and Mais El Jabal

Oxfam is seeking a qualified contractor to supply, install, test, and commission solar-powered water filtration systems in Bint Jbeil and Mais El Jabal. The scope of work includes the design and installation of the water filtration systems, the installation of photovoltaic (PV) solar power systems, and all associated civil, mechanical, and electrical works.

The intervention also includes the construction of prefabricated rooms, installation of water storage tanks, provision of water distribution points/taps, and all related hydraulic, electrical, and structural components required to deliver a fully operational, safe, and sustainable water supply system.

BACKGROUND AND CONTEXT

Oxfam is a global movement of people, working together to end the injustice of poverty. Oxfam has been working in Lebanon since 1993. We provide humanitarian assistance to vulnerable people affected by conflict, and we promote economic justice and good governance, and women’s rights. Oxfam also works with local partners to contribute to the protection and empowerment of marginalized women and men.

SPECIFICATION OF GOODS REQUIRED

Content of works

  • The contractor must test the water after installing the RO system. The test must be conducted by a well-known and reputed lab with the results stamped by the lab.
  • The contractor is responsible to ensure water is for drinkable purpose.
  • The supplier’s relationship will be directly with Oxfam staff.
  • OXFAM staff or his/her representative will onsite during the construction.
  • The contractor shall execute all work required in the presence of the site Engineer or his/her representative, and has the right to require re-implementation in case of violation of specifications agreed in the ToR and BoQ or which have been executed in the absence of Oxfam supervisors without informing the supervisor of the time of executing the works.
  • The contractor should ensure safety and security/prevention to avoid any accident while implementing the activity.
  • Oxfam staff will be responsible for inspecting and confirming the delivery and completion of the project.
  • Oxfam reserves the right to increase or decrease quantities at the same unit cost.
  • The contractor will be responsible to provide transportation for his worker to the sites all the days, considering restrictions on movements.
  • The Site Engineer may amend what he deems "technically" suitable for the project and after taking the approval of Oxfam, and the Contractor must abide completely with what was required by the supervising committee. Ensure that the supplied items are brand new not renewed, and that applies to all the supplied items. Preference is given to the items that have proven technical quality and efficiency during the operation.
  • The supplier shall submit comprehensive datasheets meeting all requirements.
  • The winner contractor should submit detailed drawing for the filter design and hang a copy on the operating room.
  • The supplier shall provide warranty document or letter for the entire system.
  • Oxfam will inform the contractor on the location of the water points.
  • The contractor should train the municipality focal point on operation of the system.
  • Oxfam will inform the supplier of the exact date for project implementation.

  • This tender is divided into two separate lots (two Bills of Quantities – BoQs). Bidders may submit an offer for one lot only or for both lots. Each lot will be evaluated independently.

 

  • Oxfam reserves the right to:
  • Award the contract to a single contractor for both lots; or
  • Award separate contracts to different contractors, one per lot,
  • based on technical compliance, cost, and overall value for money.

 

If the supplier wishes to propose modifications to the specification (which may provide a better way to achieve Oxfam ´s objectives) these must be considered as an alternative offer. The Supplier must make alternative offers in a separate letter to accompany the offer. OXFAM is under no obligation to accept alternative offers.

 

 

TIMEFRAME AND PAYMENT SCHEDULE

The supplier shall deliver the works in 15 days.

100% payment will be made after construction and approval of the works, and submission of all required documents.
