Oxfam is seeking a supplier to provide and deliver HDPE pipes and mechanical fittings to Debl Municiplaity, Bint Jbeil District.

1. BACKGROUND AND CONTEXT

Oxfam is a global movement of people, working together to end the injustice of poverty. Oxfam has been working in Lebanon since 1993. We provide humanitarian assistance to vulnerable people affected by conflict, and we promote economic justice and good governance, and women’s rights. Oxfam also works with local partners to contribute to the protection and empowerment of marginalized women and men. 

 

2. SPECIFICATION OF GOODS REQUIRED 

➢ HDPE pipes and fittings: 

  1. Supply of 2-inch HDPE pipes (63mm outer diameter) of length = 900m. 
  2. Supply of 3-inch HDPE pipe (90 mm outer diameter) of length = 500m. 
  3. Material: Polyethylene PE100 
  4. Standards: Manufactured according to EN 12201 and ISO 4427 
  5. Pressure Rating: PN16
  6. Application: potable water supply networks
  7. Pipes shall be of high quality and of high resistance to chemicals, salts, and other hazards. 
  8. Supply of HDPE 63mm adapter (female)
  9. Supply of HDPE 90mm adapter (female) 
  10. The adapters shall be used to connect the existing metal network to the new HDPE network
  11. Supply of HDPE 63mm end plug 
  12. Supply of HDPE 90mm end plug 
  13. Supply of HDPE 63mm compression coupling 
  14. Supply of HDPE 90mm compression coupling
  15. The compression coupling shall be used to connect the HDPE pipes (sockets).
  16. All the fittings shall be resisting a pressure of PN16.

➢ Gate valves: 

  1. Supply of Copper gate valve, full bore, compression type (as shown in fig.1)
  2. The valves shall be of heavy duty and high-quality brands (EU origin or equivalent) 
  3. Material: copper

  6. The supplier must deliver the valves only; the municipality will do the installation. 

 

➢ General terms: 

  1. The supplier must deliver the items only; the municipality will do the installation. 
  2. The supplier’s relationship will directly be with OXFAM staff.
  3. Oxfam staff will be responsible to inspect and confirm the delivery of the materials.
  4. The supplier must deliver the materials within 7 days after signing the agreement.
  5. Oxfam has the right to increase or decrease quantities at the same unit cost.
  6. Any item not complying with the specs will be rejected.
  7. The supplier shall submit comprehensive data sheets.
  8. Oxfam will inform the supplier on the exact date of delivery. 

 

N.B: Different suppliers might be selected based on availability of items.  

If the supplier wishes to propose modifications to the specification (which may provide a better way to achieve Oxfam ´s objectives) these must be considered as an alternative offer. The Supplier must make alternative offers in a separate letter to accompany the offer. OXFAM is under no obligation to accept alternative offers.
