Amal Innovation Fund Coordinator - National Position

DIMENSIONS: • Problems vary and include a combination of routine and some complex• Work pattern is a mixture of reactive and planned work • Requires follow-up on ongoing events on women’s rights and participation in the context of programme countries and globally• Required to make sound judgements regularly within agreed processes using a good understanding of the team and the facilities of the team• Communication is with Oxfam staff as well as with partner organizations• Synthesis, analysis and communication of complex information to a range of stakeholders• Required to connect with and network with a variety of stakeholder especially the granteesKEY RESPONSIBILITIES: Under the direct supervision of AMAL Programme Manager, the Innovation Fund Coordinator will be responsible for the start-up and delivery of Oxfam’s AMAL Innovation Fund with an estimated value of $300,000. 1. Management and set up of innovation fund grants and capacity support to the grantees at the outset of the grants• Manage establishment of partnership agreements with country grantees (using AMAL templates provided);• Provide support to the grantees in understanding the terms of agreement • Support grantees in the establishment of appropriate procurement procedures and financial systems to receive and manage funds in coordination with AMAL Finance team• Provide solutions to any arising bottlenecks when required, and report back any issues or difficulties 2. Oversight, monitoring and reporting of innovation fund grants in accordance with work plan and budgets and capacity support to the grantees during implementation • Monitor and oversee the progress of the grants and coordinate with COs and AMAL programme Manager to agree on CO support role in monitoring; • Ensure that the grant implementation is in line with the agreed proposal/application• Monitor and approve any changes to the activities or to the budget requested by the grantees based on agreed tolerances • Identify the support requirements of the grantees (in any functional or thematic area) and come up with feasible solutions for Oxfam to provide this support • Provide accompaniment to grantees, if and as needed; • Manage and review grantee quarterly narrative and financial reporting (using AMAL reporting templates provided);• Produce 1x 6 monthly and 1x final Amal Innovation Fund narrative report and coordinate with Oxfam Lebanon Finance team to produce the financial reports; • Contribute to the annual report of AMAL programme 3. Identification and communication of learning opportunities, good practice and linkages with other parts of AMAL programmes • With Amal’s Programme Manager and Oxfam country teams, to identify grants where content and/or process learning will add value to the achievement of regional AMAL programme objectives and/or to Oxfam’s regional and global learning about women’s leadership;• With AMAL’s regional team, devise innovative ways to promote and communicate the Fund’s impacts and learning and ensure it takes place: case studies, good practice, stories, etc.• Proactively propose options for engagement and interaction among all the grantees as well as with the AMAL partners for learning and exchange• Manage directly any arising task related to the innovation of fund that Oxfam leads on such as contracts, events, etc. 4. Support to the AMAL Programme Manager in overseeing implementation of the overall AMAL country work plans • Track implementation of country office work plans and provide input to the Programme Manager on problematic areas. • Based on specific requests, coordinate visits to the CO in the countries to discuss implementation of their work plan and report back to the Programme Manager• Contribute to development of the AMAL regional work plan • Contribute to and participate in other Amal programme activities as appropriate/requested by the Programme manager.

SKILLS AND COMPETENCE:
• Demonstrable experience (3 years minimum) of project monitoring and management including financial management (E)
• Demonstrable experience of managing grants and/or grant programmes (E)
• Demonstrable experience of providing support to and building relationships with organisations with a range of experience and capacities (E)
• Experience in supporting exchange of learning/experience across organisations/ movements (D)
• A strong commitment to women’s rights and to the Amal programme’s aims (E)
• Excellent communication and interpersonal skills (E)
• Proven ability to write clearly and persuasively (E)
• Demonstrable coordination skills among multiple stakeholders including remotely (E)
• Fluency in Arabic and English in reading, writing and speaking is essential, fluency in French is a plus
OTHER:
• Legally entitled to live and work in Lebanon.
• Willingness and ability to travel extensively to other countries.
