Community Mobilisers - Bekaa

  KEY RESPONSIBILITIES: Assessment and Programme Design   Liaise with community and community leaders to organize meetings to ensure their involvement in assessment, planning and monitoring of WASH activities.   Liaise closely with hygiene promotions and water supply and sanitation field staff.   Assist the hygiene promoter assistant in all activities that may be required, such as hygiene awareness sessions, facilitating community meetings, mobilizing the community leaders and members, NFI distributions, compiling data for reports; or other activities that may be required.   Help identify key hygiene practices to be addressed and carry out appropriate activities to promote safe practices. These activities may include the following: communications activities such as house to house visits, community meetings, drama, information campaigns, use of educational materials etc.; Support to community hygiene volunteers in carrying out hygiene activities. Mobilise refugee’s communities as appropriate. Act as the link between the team and the refugee population at community level. Encourage the participation of community members throughout the programme. Act in a way that is sensitive to gender, protection     Programme approach: § Apply Oxfam’s minimum requirements on accountability to beneficiaries in the implementation of PHP activities § Raise awareness and build capacity of Oxfam staff in adhering to Oxfam and international humanitarian standards   Programme planning and reporting: § Contribute to the weekly PH team review and  planning meetings § Reflect on programme experience to contribute to PHP /WASH learning review   Staff Management § Assist  PHP Assistant in providing  day to day management of community mobilisers   Logistics § Assist  PHP Assistant in ensuring timely distribution of NFIs   Coordination § Assist PHP Assistant to provide technical coordination of field teams to ensure coherent and consistent programming. § Communicate with PHEs team § Collect and report community level programme information for submission to coordination mechanisms.       SKILLS AND COMPETENCE:   Education: Minimum high school degree and experience in  either::: public health, health or hygiene promotion, community development, education, community water supply and sanitation. Academic or professional qualifications are essential.   Skills   Takes responsibility for own work Anticipates problems and regularly provides solutions. Strong communication skills. Good listening skills. Sensitivity to the needs and priorities of different group of the community. Trust and wide acceptance by the community. Good negotiating skills. Good written and spoken English is a plus Spoken Arabic is essential Excellent knowledge of area of work and increasingly contribute to team planning. Proactively assumes more responsibility and/or more difficult areas of work in agreement with manager. Contributes to development of programme initiatives.
