Endline Data Analysis and Report Writing: Integrated and coordinated protection and WASH response for Syria Crisis-affected populations in Lebanon (ECHO)

 

Terms of Reference

 

 

Background

Oxfam is seeking a consultant to write an endline report covering a Directorate-General for European Civil Protection and Humanitarian Aid Operations (ECHO) funded project. The project, entitled “Integrated and coordinated protection and WASH response for Syria Crisis-affected populations in Lebanon” began in April 2017 and is anticipated to end in March 2018. As part of Oxfam’s Humanitarian pillar, the project focus on the delivery of integrated Water, Sanitation and Hygiene (WASH) and Protection services to Syrian refugee settlements in the Bekaa. This occurred alongside Protection activities implemented in North Lebanon targeting vulnerable populations in Tripoli and the Beddawi and Naher al Bared Palestinian camps. The project was implemented in partnership with AJEM, UTOPIA, and Association Najdeh.

 

The project’s objective was to contribute to the mitigation of protection risks of human-generated violence, coercion, deprivation and abuse and guarantee the dignity of vulnerable populations affected by the Syria crisis. The project included the following activities:

 

WASH (Bekaa only), delivered by Oxfam alone:

 

  • Distribution of safe domestic and drinking water through a voucher modality
  • Sanitation (desludging) services delivered through a voucher modality
  • Construction and repair of WASH facilities in Syrian refugee settlements
  • Establishment of community volunteers for hygiene promotion and technical services

 

Protection (Bekaa and North Lebanon), delivered by Oxfam and partner organisations:

 

  • Information dissemination to vulnerable communities through information sessions covering a variety of topics
  • Establishment of community focal points to facilitate referrals and information dissemination
  • Assistance to vulnerable individuals and households through emergency cash and legal aid
  • Establishment of peer groups to address community challenges and needs

 

Purpose

The purpose of the endline report is to consolidate the outcomes and achievements of the project and to inform indicator reporting for the project’s final report. The report will be based on a set of indicators laid out in the project’s logical framework.

 

 

Consultant profile

Oxfam is looking for a consultant with strong record in data analysis and report writing, with experience in humanitarian projects.

Specific skills and competencies we seek include:

  • Demonstrable experience of producing high-quality, credible reports (samples required)
  • Experience conducting quantitative data analysis;
  • Demonstrable experience in INGO and humanitarian work;
  • Knowledge of Protection and WASH interventions;
  • Knowledge of the Bekaa and North Lebanon context, particularly as it pertains to the Syria crisis
  • Excellent writing skills in English;
  • Ability to write concise, readable and analytical reports;

 

Methodology and Tools

Quantitative data for the report has already been collected. The consultant will not be asked to collect quantitative data, only to analyse existing data and produce a report based on their analysis.

 

The consultant will conduct a quantitative analysis on two primary datasets – one for WASH and one for Protection. These datasets have already been collected and compiled by Oxfam. The consultant will also conduct a small number of interviews with key Oxfam staff to contextualise the quantitative analysis.

 

The results of the analysis will be synthesized into a report compiled with findings from secondary sources, including Oxfam’s emergency cash and legal assistance post-distribution monitoring reports. The report will present the findings from the endline analysis using a mixture of data visualization and narrative. The report will also compile the results of the project’s outcome indicators.

 

The consultant will produce a first draft of the endline report to be shared with Oxfam staff to review, after which the consultant will finalise the report based on feedback.

 

The consultant will be expected to:

  1. Meet with key Oxfam staff to learn about the project;
  2. Produce a suggested report template for approval;
  3. Conduct a quantitative analysis on two existing data sets;
  4. Meet with Oxfam and partner staff to contextualize initial findings;
  5. Produce a report synthesizing the findings of the analysis using appropriate data visualization and narrative.

Timeline and Coordination

The analysis and report production will take place in the second and third weeks of April 2018. The process is expected to take no longer than ten (10) working days. The consultant will coordinate the process with Oxfam’s MEAL Coordinator and Officer and will work closely with key WASH and Protection staff as needed. Quantitative data for the report has already been collected. The consultant will not be asked to collect quantitative data, only to analyse existing data and produce a report based on their analysis.
