LEADERS Consortium Feasibility Study Terms of Reference
Background:
With the support of the European Union’s Madad Trust Fund and the Regional Development and Protection Programme (RDPP), the LEADERS Consortium in Lebanon is made up of five organisations dedicated to supporting people in refugee hosting communities to contribute to the economic self-reliance, resilience and social stability of displacement-affected populations. The LEADERS Consortium brings together expertise and capacity of partners, including Danish Refugee Council (Consortium Lead), Save the Children, CARE, ACTED, Oxfam and the Makhzoumi Foundation. The Consortium also operates in Jordan, with the first five organisations, listed above.
In Lebanon specifically, LEADERS is implementing projects in the geographical areas of Tripoli, Beirut Mount Lebanon and Bekaa. Services of LEADERS include Technical, Industrial, Vocational and Entrepreneurship Training (TIVET), helping MSMEs improve viability and profitability, and collective problem solving among local stakeholders involved in social and economic development. LEADERS also facilitates increased investment in social and economic development priorities at the local level both of an urgent nature such as critical infrastructure rehabilitation and longer-term initiatives that improve the economic enabling environment. These initiatives are referred to as community support projects (CSPs). Three will be implemented in Tripoli and three in Beirut Mount Lebanon.
Scope of Work:
Conduct a comprehensive feasibility study of six community support projects being implemented by LEADERS Lebanon and creating an institutional toolkit to undertake this in the future.
Deliverables:
The below steps are developed with a view to providing LEADERS consortium with the following deliverables:
Review the technical feasibility of the project (undertaken by each partner and shared with the consultant).
The social return on investment for each planned project (planning phase)
A social return on investment toolkit customized to the LEADERS approach to community projects
Training of trainers to key LEADERS staff on utilization of the tool kit
The deliverable should result into:
The document to comprise main sections, namely: (a) Social return on investment; and (b) Tool kit
Excel and word attachments (people interviewed and other relevant background information, to inform LEADERS on the process of the feasibility study for each project).
A training of trainers
Any other deliverable that may be required by the direct supervisor.
The work will be undertaken within 15 day timeframe (including weekends), and will comprise three main consultations with LEADERS Consortium Management Unit (CMU). Tentative milestones and timeline is provided in the table below (this may be amended in due course, depending on the quality assurance process on submitted documents under this consultancy). Performance-based payment will be applied under this contract. Payment is foreseen as follows: (a) 50% payment at second milestone; and (b) remaining payment at third milestone, once submitted documents are deemed of satisfactory quality by the direct supervisor.
