  Consultant for mapping and trend analysis of CSOs in the MENA region   Duration:   20 working days[1] / July 15 - August 20, 2015     Introduction Oxfam is seeking a consultant to conduct a mapping of civil society organisations (CSOs) for the regional “Supporting Women’s Transformative Leadership in Changing Times in Middle East and North Africa (AMAL)” programme which is based in Oxfam Lebanon Gender Justice Programme.   Background Oxfam has been working in the Middle East and North Africa (MENA) region for over five decades. Over the past four decades it has been promoting gender equality and supporting women’s right to participate and be represented in governance and decision-making structures and processes.   This focus is complementary to other areas of Oxfam’s work on women’s rights and to the broader goal of Oxfam to contribute to a ‘world without poverty.’ Oxfam is committed to supporting women, men and children, living in poverty, to claim their rights to sustainable livelihoods, to basic social services, to life and security, to be heard, and to an identity.   AMAL is a three-year multi-country programme to be implemented jointly by Oxfam GB, Oxfam Novib, Intermon Oxfam and partners. It is aimed to promote active participation and leadership of women in the MENA region, including the poorest and most marginalised women, in local, national and regional governance structures and decision-making processes. By doing so, the programme aims to ensure that they have a say in formulation and/or their needs and priorities are reflected in socio-economic policies and practice at all levels. The programme is implemented in the OPTs, Morocco, Tunisia and Yemen.   In this framework, the AMAL Innovation Fund (AIF) is an Oxfam granting mechanism that was set up in January 2014 to support Innovative initiatives for promoting women’s leadership in the AMAL programme countries. The call for proposals was open for: 1. New organisations: Non-governmental, non-profit and community-based women or youth-led organizations that have been officially registered for no more than 4 years (i.e. not before 2010). Joint proposals from consortium of new organisations were also accepted; 2. Established organisations in partnership with new organizations; 3. Established organisations in partnership with informal groups/movements with evidence of activism.   166 proposals were submitted to Oxfam from the 4 countries. The competitive process led to the selection of 9 projects, implemented by 14 organizations, currently being funded by the Innovation Fund.   Purpose of the assignment The purpose of the assignment is to develop a database of organizations and informal groups who have applied to the Innovation Fund and an analysis of trends among applicants in the 4 programme countries.   The final product will enable Oxfam and other stakeholders to identify organizations and groups working on women rights in the 4 countries based on their location, areas of expertise and focus themes; and understand the trends in thematic areas, targeted groups and main strategies of local organizations in the 4 countries. The tool is thus expected to generate information that will contribute in decision-making about programming in the future.   Deliverables Under the supervision of the AMAL Innovation Fund Coordinator, the consultant shall:   DELIVERABLE TASKS DUE DATE 1)   Present a proposal for the assignment -     Review the Call for Proposals documents and proposals submitted -     Suggest set of database criteria based on this information -     Propose a framework of analysis of the information (thematic focus areas, targeted groups, main strategies at use, years of operations, annual budget averages, with percentages) 22 July 2015 2)   Develop the database of all applicants based on agreed upon criteria -     Document gathered information in mapping excel sheet based on the agreed framework -     Conduct phone calls if deemed necessary after agreement with AIF Coordinator 5 August 2015 3)   Produce the final report -     Produce statistical and narrative analysis report (minimum 2000 words) of gathered information. 31 August 2015   Skills and Competencies Oxfam is looking for an expert with sound knowledge of research methods and a good understanding of work around women rights.  The consultant should have the following skills and competencies:   Experience in conducting a similar assignment in mapping and trend analysis. Proven and demonstrable research experience, including statistical research and analysis. Knowledge of the region and familiarity with developmental programmes. Excellent analytical, writing and documentation skills. Fluency in English and Arabic. Adaptability and flexibility, confidentiality, concern for accuracy and quality.   Further information – Participation in meetings The consultant will be expected to coordinate with Oxfam AMAL programme team either in meeting (if residing in Lebanon) or remotely. He/she will be expected to report to the Innovation Fund coordinator during the assignment.   Expressions of interest The consultant will be selected through a competitive process.
