Consultancy for the Production of an Online Platform

Online platform production (Website) for the project:

 Enhanced capacity of CSOs in Lebanon to influence regulatory frameworks and policies affecting refugees’ protection and increase the access to protection services and assistance for refugees

 

1. BACKGROUND INFORMATION

As part of the Enhanced capacity of CSOs in Lebanon to influence regulatory frameworks and policies affecting refugees’ protection and increase the access to protection services and assistance for refugees funded by the Regional Development and Protection Programme (RDPP) a protection advocacy network of national and local Civil Society organizations (CSOs) will be supported on three levels: advocacy, protection service provision and capacity building.

In this proposed action, the civil society response will be taken forward through a combination of advocacy activities (R1) and provision of information and services (R2) that can support prevention and mitigation of protection risks, as well as redress for those who experienced protection issues, ultimately contributing to a dignified life for refugees and vulnerable host communities in Lebanon. The advocacy interventions focus on addressing the three protection priorities, namely legal safety, physical safety, and material safety which guided the development of the network strategy and the advocacy actions. While the physical safety focused on the access of Syrian refugees to justice through legal means, legal safety focused on recognition of the legal status of refugees, and material safety focused on access of Syrian refugee children to education in Lebanese public school.

The creation of the network was also seen in itself as a response to the space of civil society to influence decision-making and policies on Syrian refugees that have become more limited.

The action includes the development of an online platform specific to the network.

2. PURPOSE

Oxfam is looking for a consultant to design and produce an online platform – website for the network.  The consultancy is open for:

  • Experienced individuals/firms in both web development and graphic design
  • Experienced individuals in web development at the condition of being able to submit one application in partnership with a graphic designer
  • Experienced individuals in graphic design at the condition of being able to submit one application in partnership with a web developer

 

The consultant is expected to be available during the month of April 2018.

 

  • The website must have two administrator accounts, where these accounts are able to edit, remove, and upload content and files.
  • The design of the logo and the identity of the network will need to be designed
  • The website will be bi-lingual
  • The website is expected to have five (5) modules as described below:

 

Module 1: Main Page.

The main page has three functions:

  • Function 1: Vision & Mission of the Network.
  • Function 2: Geographical Representation of the Network members in an interactive map.
  • Function 3: Directory to the other modules

Module 2: Network Information.

This module consists of the network members’ information, background, context and their service provision. This module has two functions:

  • Function 1: Interactive way to navigate through network members’ info.
  • Function 2: The ability for the admin accounts to edit, add, and remove information in user-friendly manner.

 

Module 3: Publications.

This module is dedicated to present publications such as snap shots, position papers, policy papers, etc. This module must have the following function:

  • Function 1: The ability for the admin accounts to upload, download and delete files.
  • Function 2: The ability to display and read the files online in a user-friendly and visually appealing way.

 

Module 4: Meetings, events and conference calendar.

This module lists of all the activities of the network. This module requires two functions:

  • Function 1: The ability for the admin accounts to add, edit, and remove activities from the list.
  • Function 2: Embed WebEx account for members to access WebEx through this module for online conferences and meetings.

 

Module 5: FAQs

  • Frequently asked questions, will consist of questions and answers provided by the project manager.

 

 

 

3. METHODOLOGY AND PROCESS

The consultants will work closely with Oxfam (the Project Manager and the MEAL department) in the designing and development of the online platform, with specific focus in the functionality of all its features at the administrator and end-user levels. To meet this objective, the consultants will be asked to:

  • Closely coordinate with the Project Manager & MEAL department.
  • Meet with network members, especially those who will be responsible for website administration.
  • Thoroughly test the functionality of all required features at administrator and end-user level and implement needed bug fixes.

 

4. DELIVERABLES

Type of deliverable: Design of the network logo and identity           

Description: To meet with Oxfam and then design according to the requirements provided an identity and logo for the website. This will need to be submitted to Oxfam by the 9th of April 2018. Tentative submission dates: 9th of April 2018

 

Type of deliverable: Develop the website   

Description: To develop the website based on the agreed features that includes: Two administrator accounts & Bilingual      

Tentative submission dates: 17 of April 2018

 

Type of deliverable Testing the website                                           

Description To test all functionality of all the features.                     

Tentative submission dates 30 April 2018

 

Type of deliverable Submission of user manual                               

Description To develop user manual for the administrator accounts and train two focal points in using these accounts.

The consultants are requested to present an offer/quotation (one quotation for both consultants), which should include the following costs:

  • Estimated duration for delivery
  • Other expenses
