- BACKGROUND:
Oxfam in Lebanon responds at local, national, and international levels to ensure that women and men are protected and empowered to enjoy their basic rights and access services enabling them to live in dignity, within a more equitable society. To achieve this vision, Oxfam in Lebanon implements activities under two main programmatic pillars: A Humanitarian Pillar and a Governance and Economic Justice Pillar. The purpose of the Humanitarian Pillar is to ensure that marginalized women and men, from both host and refugee communities, are able to have safe access to water, sanitation and hygiene promotion (WASH), attain their rights to life, security, protection and assistance, and that they are enabled to support their own basic needs, develop their livelihoods, all in a manner that respects and maintains their dignity.
Oxfam implements program activities through a community-based approach and in partnership with specialized local organizations (KAFA, CLDH & NABAD) providing essential and life-saving WASH and Protection services. Oxfam and Nabad have been providing WASH services, raising public health awareness, and supporting women with menstrual hygiene management. In addition, Oxfam and NABAD have been supporting the establishment of community structures (Community Health Volunteers (CHVs), women’s groups and children groups) from the refugees’ communities and actively engaging them in capacity building initiatives and public health awareness in the Bekaa
Under this project, Oxfam is seeking to recruit a trainer consultant/facilitator to deliver a specialized Training of Trainers (ToT) to Oxfam and partner staff on Sexual and Reproductive Health and Rights (SRHR) to be able to raise awareness on SRHR and equip 40 women CHVs with the necessary resources and information on the topic.
- OBJECTIVE OF THE ASSIGNMENT:
The primary objective of the assignment is to prepare and deliver a 3-day remote Training of Trainers (ToT) to 10-12 Oxfam and partner Staff on Sexual and Reproductive Health and Rights (SRHR). The objectives of the training are the following:
- Build the capacity of Oxfam and partners staff to incorporate standards and essential information on SRHR in their professional practice.
- Increase the knowledge of Oxfam and partners staff on sexual and reproductive health and its links to Gender-Based Violence
- Build the capacities of Oxfam and partners staff on how to train and deliver messages and basic information to community volunteers and the broader community on SRHR and increase access to information and linkages to SRHR services.
- Main Topics Covered in the SRHR training:
- Sexual and reproductive health and Menstrual Hygiene Management (Female reproductive system, menstrual cycle, menstrual hygiene, family planning, maternal health and rights, access to contraceptive methods, STIs…)
- International human rights frameworks and sexual and reproductive rights
- Sexual and reproductive health and human rights of people living with HIV
- Gender-based violence, discrimination, and stigma from a public health lens.
- Ways of mapping existing SRHR services and conducting referrals to specialized service providers working on SRHR.
- Understand and increase knowledge on key concepts related to GBV and SRHR.
- Provide basic and accurate information in the field, address misconceptions and answer questions from the community during MHM distributions/sessions and/or redirect individuals to SRHR services.
- Train community-based volunteers on basic concepts related to SRHR.
- Help link affected individuals to GBV and SRHR services.
MAIN DELIVERABLES:
Based on the above expectations the consultant is expected to provide the following deliverables:
- Pre-training assessment (including data collection tools and short report)
- Training material (including training modules, handouts, presentation, and agenda)
- Monitoring tools (pre/post-tests, evaluation form) and final evaluation report (including learning outcomes)
- Training delivery (3-day remote training in Arabic)
Timeframe:
The entire process is to be completed with the submission of the final report before May 14, 2021 with preference for the TOT to be delivered as early as possible. . The exact dates of the TOT training are to be confirmed with the selected consultant(s).
- Design a pre-training assessment to determine the level of knowledge among Oxfam and partner staff on SRHR (2 days)
- Define the modules, consolidate a training plan, and develop training material and monitoring tools (pre/post-test, evaluation form, etc.) (5 days)
- Deliver a 3-day remote training (3 Days)
- Prepare and deliver a final evaluation report including the learning outcomes of the training. (2 day)
- Consultant qualifications/ skills, experience, and knowledge:
Essentials:
- Degree in public health, social science, or related essential field.
- Strong technical knowledge and experience with designing GBV and SRHR training material and modules.
- Experience of working and/or delivering (SRHR) TOTs.
- Excellent knowledge of gender-based violence and experience in working with different stakeholders including NGO staff and displaced communities.
- Experience in capacity building including (designing and delivering different training methods, modules and excellent facilitation skills).
- Good interpersonal and communication skills.
- Excellent written and spoken Arabic is essential, as well as a good working knowledge of English.
Desirable:
- Experience in providing remote training (If needed).
- Familiarity or previous experience with the context in Bekaa.

Oxfam invites EOI from individuals, with the experience and skills described above. The EOI must include:
1. A CV for the consultant.
2. A maximum 2-page document outlining similar previous consultancies (along with an explanation of the purpose of the consultancy, who the contracting authority was)
4. A one-page budget of the offer, covering all major anticipated costs (see section above on what costs should be included in the offer);
