1. Background Information

As part of the Enhanced capacity of CSOs in Lebanon to influence regulatory frameworks and policies affecting refugees’ protection and increase the access to protection services and assistance for refugees funded by the Regional Development and Protection Programme (RDPP) a protection advocacy network of national and local Civil Society organizations (CSOs) will be supported on three levels: advocacy, protection service provision and capacity building.

In this proposed action, the civil society response will be taken forward through a combination of advocacy activities (R1) and provision of information and services (R2) that can support prevention and mitigation of protection risks, as well as redress for those who experienced protection issues, ultimately contributing to a dignified life for refugees and vulnerable host communities in Lebanon. The advocacy interventions focus on addressing the three protection priorities, namely legal safety, physical safety, and material safety which guided the development of the network strategy and the advocacy actions. While the physical safety focused on the access of Syrian refugees to justice through legal means, legal safety focused on recognition of the legal status of refugees, and material safety focused on access of Syrian refugee children to education in Lebanese public school.

The creation of the network was also seen in itself as a response to the space of civil society to influence decision-making and policies on Syrian refugees that have become more limited.

The network visibility will be increased through producing a 2 minutes video and creating a high quality photo library. The video and photos will document the project implementation and highlight the successes. The consultant is expected to provide high resolution photographs and raw videos, and one edited video of 2 minutes.

The consultant is expected to provide 14 working days during July and August, and the dates will be agreed on with the team. The consultant is expected to travel to North Lebanon and Bekaa valley on their own expenses.

To attend network meetings and events to shoot high resolution pictures documenting the work of the network.

All photos should respect Oxfam’s and donor’s guidelines. They will be provided once contract is signed

B. A short 2 minutes’ video documenting the work of the network

A 2 minutes’ edited video showing the work of the network (shooting during network events, meetings and during bi-lateral meetings with network members). The video will be used on social media and on the website of the network.

Video should respect Oxfam’s and donor’s guidelines. They will be provided once contract is signed.

Consultant to provide 2 revisions for the video.
