Terms of Reference for Endline Study Report
Background
An end line survey for the ECHO-funded project ‘Integrated protection and WaSH response for Syria Crisis affected populations in Lebanon’ is scheduled to take place in April 2017 to measure the project’s achievements. In addition, the data collected through this survey will also provide the baseline for the second phase of the project. The survey follows the same methodology as the baseline that was conducted in April 2016, combining a structured interview questionnaire administered with a sample of around 500 households, and a selected number of focus group discussions (not exceeding ten in total) in project locations in North Bekaa and Tripoli. While project partners with the support of external enumerators are jointly carrying out the data collection, additional external capacity is required for the data analysis and reporting phase. Oxfam is hence seeking to engage a consultant to carry out the data analysis and interpretation, and to prepare the endline report.
Key tasks and Deliverables
Review collected survey and FGD data (survey data will be shared with the consultant in an excel file, and can also be accessed on the Mobenzi portal. FGD data will be shared in a word document)
Review and agree on the data analysis plan and report outline proposed by Oxfam
Generate tables, graphs and charts in line with data analysis plan
Draft narrative to present analysis and interpretation of the data, combining quantitative and qualitative findings.
Integrate feedback provided by the project teams
The end line report is expected to be around 50 pages and to include the following sections: background, methodology, analysis of the findings by sector, conclusions and recommendations. The background and methodology section will however be provided by Oxfam. The project team will also share inputs on the basis of the draft findings to help formulate conclusions and recommendations. Timeline
The confirmed timeline for this consultancy is as follows:
- 25 April: Meeting with MEAL Coordinator and start assignment
- 3 May: Share a draft analysis report
- 11 May: Project team provides inputs and feedback on the draft report
- 12 May: Integration of feedback received
- 13 May: Sharing of the final report
The workload involved is estimated at around 7 working days in total.
Budget and logistics
The consultant will report directly to the MEAL Coordinator, who will support the consultant in liaising with relevant team members for inputs and feedback.
Qualifications
Consultants that meet the following qualifications are encouraged to apply:
Demonstrable experience in analyzing and interpreting quantitative and qualitative data
Strong reporting and presentation skills
Excellent command of English (reading, writing and speaking). and Arabic (reading)
Knowledge of and practical experience with MS Office, strong Excel skills essential
Flexibility and commitment to meet deadlines
Strong commitment to gender equality and social justice, as well as Oxfam’s mission
Desirable:
Experience with Atlas software
