  JOB TITLE: Database and Information Management Officer   DIVISION / DEPARTMENT / LOCATION:  Lebanon,  Zahle JOB FAMILY: Programme SALARY: LEVEL:  D2     OXFAM PURPOSE: To work with Oxfam and Partners’ staff to find lasting solutions to poverty and suffering.   TEAM PURPOSE:    To work with the Programme team in Lebanon for improved data and information management and evidence-based programming in the project locations in Lebanon, Zahle in specific.   JOB PURPOSE:   To work with the Programme team in Zahle for improved management, protection, analysis, and use of beneficiary, site and project data in adherence to Oxfam’s Responsible Program Data Policy and other data protection procedures. Relevant sectors of intervention are: Water, Sanitation and Hygiene (WASH), Protection, Emergency Food Security and Livelihoods (EFSL) REPORTING LINES:        Post holder reports to: MEAL Officer (Monitoring, Evaluation, Accountability, Learning), with matrix management of the PMEAL Coordinator.[a1]    Staff reporting to this post:  N/A   BUDGET RESPONSIBILITY: N/A   DIMENSIONS: Work pattern is a mixture of proactive and reactive work. Short, medium and long term planning is required in the context of changing priorities Required to make sound judgements regularly within agreed processes using a good understanding of the programmatic requirements and the abilities of the team. Problems vary and include a combination of routine and some complex. Work patterns are not routine and often high pressure. Requires the ability to analyse and communicate complex information to a wide range of stakeholders.       KEY RESPONSIBILITIES: As primary point of contact for all database functions in the Oxfam programme managed from Zahle, the Database and Information Management Officer will in coordination with the programme teams: Manage, maintain and further develop a database system that provides a platform for the collection of and repository for vulnerability assessment and household profiling data, project and assistance tracking, and reporting. Support beneficiary assessment and verification processes by developing and implementing relevant processes and tools that optimize efficiency and data quality. Extract distributions lists based on information provided by programme team and according to guidelines, while ensuring that activity progress can be measured accordingly. Develop and produce accurate and timely routine and special reports, and data retrievals for staff as required. Oversee day-to-day integrity of database and database procedures, and provide guidance on the effective use of the database in order to ensure data consistency and data integrity in the system. Analyze and report regularly on the quality and consistency of the data. Perform regular quality checks and compare and verify accuracy of data with source documents for consistency Actively follow developments in relation to RAIS and ActivityInfo, and support the programme team in adhering to inter-agency processes and guidance pertaining to information management and data exchange. Support the programme team in fulfilling ActivityInfo reporting requirements, provide oversight and quality assurance. Build the capacity of programme teams in terms of data collection, data entry, data management and database use (including basic analysis) through on-going support and training. Provide relevant capacity building support to partners in close coordination with MEAL team Initiate internal systems for responsible processing, storage and use of beneficiary data, train staff on the responsible use of data and other data protection policies, and follow up to ensure that these are being implemented at all levels. Ensure robust Information Security procedures and principles pertaining to relevant data protection and confidentiality aspects (including appropriate data backups), in accordance with Oxfam IT standards and procedures Liaise with the IT and information systems departments to ensure that physical checks and balances for data protection (including encryption) are in place and properly implemented Assist in data entry and if required provide supervision and/or training to staff or short-term data clerks. Support the MEAL team in collecting, processing and analysing monitoring and accountability data. Support in operating the hotline for beneficiary complaints and feedback   SKILLS AND COMPETENCE:   Essential: A Bachelor degree in Computer Science, Information Technology or relevant field from a recognized university. At least two years [a2] relevant professional experience working on the development, management and maintenance of databases and data management systems; Strong IT skills, particularly  particularly with Microsoft Office suite (strong Excel skills essential) Experience with mobile data collection technology and software - Survey CTO or any of the ODK tools Ability to design the structure of the database and write appropriate interfaces for data entry and ensure data quality and security. Detail-orientated, able to organise and manage various programme files Proven ability to work effectively with others - including in multicultural team – and strong interpersonal skills Potential and flexibility of attitude to learn Ability to work under pressure, ability to prioritize and commitment to meet deadlines Maturity and professional ability to handle sensitive information and ability to respect the confidentiality of such information Fluent in Arabic and English Strong commitment to the aims and objectives of Oxfam, including to social justice and gender equality   Desirable: Knowledge of/experience with Survey CTO Basic understanding of data security and encryption tools, and online databases
