Supporting Women’s Transformative Leadership in Changing Times in Middle East and North Africa (AMAL) programme Documentary Terms of Reference    Location: Home based with travel to Tunisia, Morocco, Yemen and oPt Type of Contract: Service of contract Languages Required: Arabic, English Duration of Assignment: March-April2014     Programme Background Oxfam has been working in the Middle East and North Africa (MENA) region for over five decades. Over the past four decades it has been promoting gender equality and supporting women’s right to participate and be represented in governance and decision-making structures and processes.   This focus is complementary to other areas of Oxfam’s work on women’s rights and to the broader goal of Oxfam to contribute to a ‘world without poverty.’ Oxfam is committed to supporting women, men and children, living in poverty, to claim their rights to sustainable livelihoods, to basic social services, to life and security, to be heard, and to an identity.   AMAL is a three-year multi-country programme to be implemented jointly by Oxfam GB, Oxfam Novib, Intermon Oxfam and partners. It is aimed to promote active participation and leadership of women in the MENA region, including the poorest and most marginalised women, in local, national and regional governance structures and decision-making processes. By doing so, the programme aims to ensure that they have a say in formulation and/or their needs and priorities are reflected in socio-economic policies and practice at all levels. The programme is set to be implemented in the OPTs, Morocco, Tunisia and Yemen. The overall goal of this programme is that: Women in the MENA region, including poor and marginalised women, have increased ability to participate and exercise leadership at all levels of decision-making, gaining power over their lives and ensuring their practical needs and rights are central for existing and emerging governance structures. There are four specific objectives: Objective 1: RIGHTS AND LEADERSHIP – Women and girls will have increased awareness of their political and socio-economic rights and are more confident to voice their rights and play leadership roles at all levels (household, community, national, regional); Objective 2: CAPACITY-BUILDING – A diversity of women’s organisations 5 and their allies 6 will have increased skills, resources and capacity to advocate a women’s rights agenda with a collective voice and influence decision-making;  5 Local and national organisations, representing diverse women’s voices from different social, class and ethnic backgrounds 6Youth organisations, human rights organisations, organisations with a gender justice focus, trade unions, media organisations, men etc.  ; 7 particularly religious and community leaders, journalists, political parties, male politicians etc. Objective 3: CHANGING ATTITUDES AND POLICY – Decision-makers and opinion formers at all levels7 are more aware of and their positions are more reflective of the needs and priorities of women Objective 4: LINKING AND LEARNING – Oxfam, its partners and others generate and share knowledge, to strengthen women’s participation and leadership approaches in the region and globally . The AMAL Programme will directly benefit over 47,000 and indirectly over 100,000, this figure excludes over 50% of the population i.e. women in the targeted countries who will benefit from Introduction and implementation of pro-poor and engendered policies as a result of programme interventions.  2.      Purpose of the job:   Within AMAL programme, a research study is conducted that pose the questions and   better understand and analyze the obstacles that poor and marginalized women currently face when they seek to engage civically and politically, and at the same time to explore through studying the personal experiences of women who crossed the barriers, the strategies and factors that they believe enabled to them. The research also aims to better identify means for how to break this vicious cycle of lack of acknowledgement, invisibility and exclusion. The results are expected to be used to support poor and marginalized women become more widely recognized by societies in the MENA at large as well as to identify means for ensuring their specific inclusion in public and political spaces. Research objectives: To describe and analyze the socio-economic, legal, cultural, institutional and environmental barriers that prevent poor and marginalized women from civic and/or political participation in AMAL programme delivery locations (including urban and rural areas)in the four countries; this should also include an analysis of their relationships with decision makers (i.e.: judges, politicians, religious and community leaders) To identify and document successful models/case studies of selected poor and marginalized women who have demonstrated an official or non-official leadership role that addressed an issue of public concern especially in the aftermath of the Arab uprisings; To understand and analyze the strategies that these women deploy and/ external  factors (including their relationships with power holders) that supported them in breaking those barriers by analyzing concrete examples; 4.      To recommend societal, structural and policy recommendations at national and international level to support and enable poor and marginalized women to deploy their leadership strategies and obtain the changes they want for themselves and their community.   The purpose of the documentary will be to highlight the new models of women leaders identified by the research above in the four countries where AMAL is implementing (Tunisia, Morocco, Yemen and oPt)  3.      Tasks   Under the direct supervision of AMAL Advocacy and Media Officer and in coordination with the Oxfam Amal Programme and Operations Team in country, the Consultancy firm or individual will be required to; Review the research concept note and draft reports and discuss the objectives and expectations with AMAL regional team Develop the documentary film’s overall concept and scenario. Interview selected interviewees for the film. Develop the documentary script and storyboard to be used in the film. Present a draft documentary to Oxfam for comments about contents.         Outputs Expected outputs include: a. Approved storyboard in soft copy (or hard copy by agreement); b. Approved script and interview questions in a word file; c. A draft cut of the documentary, providing access to the raw documentary if required d. Final 20 minutes documentary in Arabic with English subtitles as per international documentary standards divided into 6 chapters that can be used separately in social media (file format to be recommended by the consultancy) following detail: 1 (one) master copy of the 20 minutes video in DVD with appropriate subtitling Raw video footage and interviews in DVD 10 copies of the DVD with designed cover approved by Oxfam   E. Deliverables meet technical standards of videos: All footage should be shot HD (16:9) 1080i50 or 1080i60 For cut piece a SPLIT TRACT AUDIO (natural sound on one track, voice and music, of any on the other track) should be submitted “L” cuts or transitions should be avoided for edited pieces Compression L H.264 video at 12000kbps (minimum) AAC Audio at 256kpbs    4.      Oxfam support: Oxfam will facilitate access to countries and interviewees as needed.    5.      Copyrights   The documentary will be copyrighted to Oxfam and any violation of copyright law will be pursued appropriately.    6.      Required Experience  (firms/team members/individuals)   Experience   -          Significant years of experience working in similar field (minimum five). -          Extensive experience in producing development work related documentaries for international organizations with the aim of reaching both local and international audiences. -          Excellent technical capacities (state of art filming equipment preferably High Definition) to ensure smooth and high quality production. -          Additional experience in development communication will be an added advantage.   Language Requirements:   - Team members to have fluency in Arabic and English. Knowledge of French will be an asset.   Desirable skills:   -             Previous experience of working with Oxfam, NGOs and INGOs. -             Ability to work in close coordination with other team members.   Reporting lines /coordination   The coordination will be directly with AMAL advocacy and media officer.     7. Evaluation criteria:   Technical: 70%   -          Expertise 25% -          Samples 25% -          Methodology 20%  2. Financial evaluation (value of money) 30%
