The team promotes programme learning and continuous improvement of programme quality and effectiveness, strengthened accountability, and ensures that evidence from programmes drives effective advocacy and campaigns.        Job Purpose To support the development and implementation of Oxfam’s country programme by providing specialist advice and support on Economic Justice.   Key Responsibilities and Accountabilities Technical and Management Support (50%) Directly line-manage EFSVL Coordinator and Project Manager(s), ensuring implementation of Oxfam’s performance management policies and procedures.   Lead the development of a comprehensive Economic Justice Strategy for Oxfam in Lebanon, which includes elements of Economic Justice programming and projects, and advocacy and policy efforts, working towards a transition into longer-term programmes that links closely with the active citizenship/ governance change goal and has a strong partnership approach. This includes defining the strategy, designing approaches, identifying key partners and supporting (or leading when relevant) programme teams and partners in developing (funding) proposals and reviewing and revising current projects to meet changing needs and requirements. Provide specialist Economic Justice programming advice and support to Oxfam and partner interventions and approaches in Lebanon (economic development, rural and urban; social safety nets and basic needs programming – through EFSVL Coordinator). Participate in country planning, strategy development and reviews. Provide ongoing relevant analysis for the Lebanon programme, including aspects of conflict analysis, gender, and risk management. Support relevant programme and project teams on HR issues, in particular developing ToRs and job descriptions and advice/ input on recruitments of relevant senior staff (C2 and D1 as appropriate). Maintain an up to date understanding of the different relevant sectors and main economic Justice/ livelihoods issues in Lebanon and ensure that programme teams have access to relevant, up to date information, including identifying overlaps and collaboration with other sectors   Programme Quality (25%) Support the implementation of Economic Justice (EJ) activities within Lebanon – including ensuring coherence, standardized approaches, and programme quality across the EJ programme as a whole. In collaboration with technical coordinators, Policy Unit and Project Managers, work to integrate programmes and policy to ensure that programmes are working towards achieving same aims and leveraging impact in line with Oxfam’s change strategy Lebanon Support team’s risk analysis related to programme activities before implementation and provide strategic steer on amending activities and approaches where necessary. Support programme and project teams in developing and applying appropriate Monitoring, Evaluation, Accountability and Learning (MEAL) tools in relation to Oxfam’s EJ work in Lebanon. Support the development and implementation of national programme evaluations, learning events and specific programme related research activities. Support programme and project teams in mainstreaming gender throughout Oxfam Lebanon’s EJ work. Support identifying EJ-related capacity building needs and opportunities for Oxfam staff and local partner organisations; support the development and implementation of capacity building plans and design and deliver training as appropriate. This includes identifying staff secondments and team/ partner participation on global learning events. Be the focal point to liaise with technical staff from other Country Programmes in the region to identify opportunities for collaboration and joint learning.   Representation and influencing (25%) Represent Oxfam externally in relevant UN/ (I)NGO or Government fora; develop alliances with organisations and other relevant stakeholders working on Economic Justice  with a view to enhancing coordination, and adopting complementary approaches including active participation in relevant coordination and planning mechanisms and supporting field staff in field-level protection coordination and as sector working group co- leads. In collaboration with relevant Policy Advisor(s), lead specific research activities and ensure that influencing and advocacy work is based on sound research and programmatic evidence. Support advocacy and campaigning on Economic Justice issues including analysis, surveys, assessments and support to development of policy products as required. This includes ensuring linkages to the Global Oxfam Inequalities Campaign.     Technical Skills, Experience & Knowledge Essential Proven expertise in economic development (agricultural, market approach, urban/rural development) issues with a relevant post-graduate level qualification and knowledge of rights based programming. Solid experience in programme/ project management (min. 5 years) Excellent understanding and knowledge of economic recovery principles in development context. Experience in both urban and rural contexts is vital. Proven experience of using value chain analysis & market mapping to undertake programme design, implementation and staff / partner training in middle income economies is vital. Experience of conducting and analysing economic and livelihood surveys to identify priority needs and actions. Proven ability to analyse complex environments at local and national level, monitor changes and translate into appropriate strategic planning. Demonstrated experience of integrating gender and diversity into programme strategies. Good assessment, analytical, monitoring and evaluating and planning skills and project management skills to enable programme delivery. Excellent communicator with proven ability to build relationships with a variety of stakeholders. Excellent verbal and written communications skills and the ability to relate to people from all backgrounds. Good written and spoken English, Arabic highly desirable. Experience of working with and developing the capacity of staff and partners. Well developed interpersonal and team skills and proven ability to be flexible in demanding situations and ability to work under pressure and in response to changing needs. Sympathy with the aims and objectives of Oxfam. To be familiar with and abide by the NGO/Red Cross Code of Conduct and with the Sphere Humanitarian Charter and Minimum standards.   Desirable Working knowledge of Lebanon Knowledge of other sectors – Protection, WASH, Local governance
