Efsl Programme Officer

KEY RESPONSIBILITIES - To provide support and mentor Partner staff in implementing their CTP activities and other EFSL activities such as livelihood assessments - Work with partners to ensure that programme is implemented in line with Oxfam policy and agreed standards (as per approved project plans) - To build the capacity of Partner staff to implement EFSL and cash transfer programme through mentoring, periodic follow-ups, on-the-job training, coaching and mentoring. Areas of focus are likely to include holding community meetings, social mobilisation, post-distribution monitoring, price surveillance monitoring, and other processes. - To work with the Partner staff to ensure that process guidelines and systems is used. - Together with the WASH team, to ensure that the CTP, gender and protection and WASH programmes are appropriately integrated. - To represent Oxfam as necessary. This may be in District coordination meetings or other similar meetings. - To work with partners to nesure that reporting is completed in a timely manner and that reports ar eof high quality. - To encourage mainstreaming of gender and protection in increasing knowledge of the staff, community structure and beneficiary communities through trainings/awareness raising activities and incorporatig gender data in program monitoring and design. - In collaboration with the MEAL team, to monitor the impact of the program. The program officer will monitor with MEAL and report on output indicators of all aspect of our work and also agree on strategy within the programme for monitoring. - To ensure that accountability measures (complaints and feedback mechanisms) are reported, recorded and resolutions are implemented. SKILLS AND COMPETENCE: The post-holder will have the following atributes: - First degree or equivalent in a relevant discipline (preferably finance, sociology, agriculture, microenterprise development) or substantial community development experience. - Proven experience in appropriate community mobilisation livelihoods and cash programming - Proven experience in community action plannig processes and in working with partners. Understanding of OGB pertnership policies an added advantage. - Proven ability to work creatively, innovately, using own's initiative with limited direct supervision as well as a working effectively as a team player. - Proven assessment and analytical skills and the ability to produce written and verbal reports succintly. - Knowledge and experience of promoting gender equity, and an active commitment to promoting the interests of marginalised people in all aspects of Oxfam's GB's work. - High level of interpersonal and communication skills. - Considerable experienceof training and capacity building and ability to cary out training needs analysis and develop capacity building strategies based on this analysis. Mentoring and coaching skills. - Proven experience in networking, influencing and negotiation skills - Fluency in spoken and written English and Arabic language. - Strong commitment and sympathy to Oxfam aims and values- which are inclusiveness, diversity and accountability.
