Finance Officer

Oxfam are looking for a highly experienced Finance Officer with excellent accounting knowledge, strong organisational skills and high level of initiative, motivation and interpersonal skills.  The Finance Officer is responsible and accountable for the day to day financial operations.    KEY RESPONSIBILITIES:  Assist Finance Manager in preparing project`s budgets and monitoring them Prepare monthly reports to the programme (MFRs)  Working closely with programme and finance team on cash transfer programme in particular on payment reconciliation. Assist the finance dept in communications with local external contacts, such as banks, partners and suppliers Responsible for the office main cash according to Oxfam GB (OGB) procedures. Preparing and processing payment vouchers, receipts, etc. according to OGB rules and regulations and daily visits to the bank Preparing and processing cheques and settlement of payables in a reasonable period for the entire office (LebHum, Gender, SPP and occasionally for the Syria office as requested) Process Salary advances and floats and send to RMC whenever required. Clearing of all staff travelling floats Assuring that original invoices, receipts or contracts are available upon payment (ensure proper filing system) Seek appropriate authorization and making sure all transactions have the supporting documents and approvals. Recording transactions in cash/bank books. Weekly bank statement/book update. .Upload monthly accounts into Financial System as per set up deadlines Prepare monthly management accounts (Month end documents) for submission to Regional Centre and ensure that they are properly authorised. Work closely with FO’s partnership to ensure that partner’s financial management and reports are at the standard required by OGB and donors. Assisting program team on transferring money to the beneficiaries. Updating humanitarian staff salary grid on monthly basis Perform Banking: Bank reconciliations Support Finance Manager in project budgets monitoring Prepare information required by auditors. Prepare staff payroll and ensure that all tax and NSSF are recorded and paid in line with Local Law Assist the Finance Manager in preparing the yearly council budgets. Review, audit, and process all the payments assuring it includes all the supporting doc’s: invoices, receipts, proof of payment, procurement doc’s, and or contracts, etc..  This will require seeking appropriate authorisation and insuring that all supporting documents are appropriately filed. To ensure that Oxfam financial procedures are followed To carry out training to all staff in Oxfam agreed procedures and basic accounting procedures and bookkeeping. Coordinate with Logistics to ensure that fixed asset registers are regularly up to date. Responsible for the balance sheet accounts: Accruals, prepayments, creditors and debtors’ accounts. Any other responsibility or task that may be assigned by your line manager.     SKILLS AND COMPETENCE:   Over 3 years experience in a similar role in a small  Finance team Strong experience of bookkeeping and strong knowledge of accounting practice and principles. Excellent numeracy skills and good experience and knowledge of computerized finance and information systems and procedures.  Manages resources and deadlines with minimum supervision. High level of initiative Good communication and interpersonal skills Recommends and implements improvements Influences ways of working Coaches junior and peer staff Shows evidence of high level of planning skills Responsible, flexible and adaptable Good team player and builder Excellent knowledge of accounting. Strong organisational skills, detail oriented with ability to produce accurate work under tight deadlines. Ability to work and communicate effectively with partners/beneficiaries to insure compliance with Oxfam GB policies and procedures. Ability to adapt to a fast changing environment and numerous, conflicting job requirements. Ability to speak, read, write and work in English, Arabic fluently Proven experience working in a similar role in a small finance team.
