Gender And Advocacy Adviser

OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering   TEAM PURPOSE: To work with the across the Middle East Region  on gender and advocacy, delivering excellent gender programming, working with civil society, facilitating platforms and supporting women to create change at a national, regional and global level.   JOB PURPOSE: Oxfam is committed to tackling gender discrimination in all its forms and promoting women’s rights. The crux of this role is to provide thought leadership on gender and advocacy on gender  in the region, building networks and alliances and ensuring Oxfam can recognise and address gender inequality to ensure that women are able to participate in public life, taking into account the  different impact of conflict on women and men across all our programme areas in the Middle East. The Middle East Gender Adviser will establish sustainable mechanisms in collaboration with sector specialists and build capacity of staff and partners to ensure that programmes including advocacy programmes are well designed and gender mainstreamed.The main challenge is strategic, advising on best gender practice in every aspect. Oxfam has gender programmes in Lebanon, Jordan, Iraq, Egypt, OPTI and Yemen – this post will therefore require regular travel in addition to the ability to maintain effective support and coordination remotely.  REPORTING LINES:   Post holder reports to:  Director Gender and Influencing Hub Staff reporting to this post: Advocacy and campaigns coordinator, Media and Communications Office, Advocacy officer   DIMENSIONS:• This role will give both technical avice on gender to support the gender advisers within countries, support those countries where there are no gender advisors and give gender advocacy advice.• Coordinates and delivers agreed plans or strategies over which the job holder has a high level of strategic input.• Manages a small team to deliver high quality influencing on gender in the region.• Represents in coordination meetings and some external relationships, focussed on gender.• Specific gender, strategic, analytical and advocacy competencies and skills are required to achieve the job’s objectives.• Helps shape objectives within ME gender and influencing Regional Gender justice ProgrammeTeam. • Provides specialist gender and advocacy advice or specific skills to their team or programme unit.• Management tasks are complex and non-routine within their specialist unit or function.• Requires the ability to analyse and communicate complex information to a wide audience.• The focus of the role can vary but has well-defined targets, and is both proactive and reactive. KEY RESPONSIBILITIES: • Develop an understanding of, and strong appetite for gender equity across the Middle East programming and practice and the organisational culture.• Strategic development – support the development and delivery of the Middle East Gender Hub strategy and ME country strategic and operational plansand in particular advocacy strategies , with a focus to meeting Oxfam’s commitment to women’s rights.• Work with ME country teams and partners to develop practical action plans for all sectors, and departments, and realistic capacity building plans for staff and partners.• Provide proactive and reactive technical programmatic support and coaching on gender issues to Oxfam and partner staff.• Promote and support cross-learning between country teams .• Contribute to programme design (including proposals) and efforts to build programme quality across all areas, to effectively bring a gender view. • Promote the integration of gender analysis and development of relevant recommendations in all assessments, surveys and research. • Develop baseline gender analysis across the programme, where it is missing, and support staff to develop skills to be able to conduct good gender analysis in the future.• Facilitate gender training for staff and partners in line with capacity building plans • Advise MEAL Advisor and programme staff on gendered MEAL tools to measure programme impact (including collection of sex and age disaggregated data) and gender analysis• Support policy work on gender and women’s rights in the response and on the inclusion of clear gender messages by working closely with programme and policy leads • Advocate and support planning for adequate allocation of human and financial resources for effective gender mainstreaming as well as targeted gender equality and women’s and girls’ rights programmes• Regularly liaise with gender advisers and gender focal points in other agencies and organizations (including UNW, governments, INGOs, local NGOs and women’s groups), and within Oxfam globally• Develop research around gender and the Middle East and ensure wider Oxfam learning is captured from gender approaches is developed • Working with HR, conduct gender inductions for new staff members

SKILLS AND COMPETENCE:

• Proven experience of building alliances, networking around gender issues and delivering impactful advocacy on women’s rights.
• Solid knowledge and understanding of global frameworks such as CEDAW and 1325 and how to operationalise these for women in the Middle East.
• Proven experience of providing expertise on gender mainstreaming and gender equality.
• Previous experience of offering gender expertise to development and/or humanitarian programmes.
• Excellent influencing skills and ability to explain gender equity and relevance to good programming, persuasively and effectively.
• Strong leadership skills
• Genuine commitment to and passion for gender equity as a whole and especially for effective humanitarian programming.
• Knowledge of training tools and methods and proven experience delivering training on gender-responsive programmes
• Experience in mainstreaming gender equity into an organisational culture.
• Ability to communicate ideas in a culturally-sensitive manner and conducive to their practical application especially in regional context
• Good knowledge of written and spoken English, and strong written and oral communication skills

• Higher Degree in relevant area

OTHER: Willingness to travel regularly within the Middle Eastern Region at short notice and for up to 12 weeks.
