Summary:
The consultant will provide direct technical support to the Gender Justice Hub (GJH), working closely with staff to assess capacity gaps and implement a tailored capacity building plan alongside an assessment of the GJH’s responsiveness to the countries it serves and recommendations for enhancing its impact. In addition, the consultant will provide tailored support for the Syrian Voice and Accountability (Voice) project, training partner and service provider staff and conducting a gender audit of partner organisations.

Gender Justice Hub
The Gender Justice Hub was established in 2009 to promote gender equality in the Middle East. Our aim is that women, in particular poor women, can realize and voice their rights, enjoy a life free from violence with mechanisms for social and legal protection, and become equal contributors in the development of their respective communities, hence breaking the cycle of violence, and exclusion.
We are implementing programmes across the Middle East on women’s leadership and political participation, access to justice, and ending violence against women.
Syrian Voice and Accountability (Voice)
The Syrian Voice and Accountability (Voice) project sits within GJH. It is a 2-year project implemented in Jordan and Lebanon and funded by the Swedish International Development Cooperation Agency and the Norwegian Embassy. It aims to improve: access to quality information and services for Syrian refugees; ability of community facilitators and community groups to voice and address the needs and entitlements of Syrian refugees; level of responsiveness of national, regional and international duty bearers to the needs of Syrian refugees; and leadership capacity of Syrian women to constructively engage in development and political processes.
The project’s goal is: People affected by the Syria crisis have enhanced capacity to engage and influence increasingly responsive duty bearers and participate in decision making processes in order to have improved access to the services needed to live lives with dignity.
Objectives:
For the Gender Justice Hub (GJH)
To assess the capacity gaps of Oxfam staff
To build Oxfam staff capacity
To conduct an assessment and develop recommendations for strengthening the Gender Justice Hub and its responsiveness to the countries it serves
For Syrian Voice and Accountability (Voice)
To assess the capacity gaps of partner staff
To build partner staff capacity
To improve understanding of gender among service providers
To conduct a gender audit of the two partner organisations and develop recommendations
Outputs:
- Assess the capacity gaps of both partner and project staff
- Develop a tailored capacity building action plan for developing Oxfam and partner staff skills and capacity, which includes recommendations for ways of working and systematic staff training plans (building on Oxfam’s existing gender material)
- Implement the capacity building action plan through workshops, mentoring, training and the development of reference guides (with some support from Oxfam Gender Advisors)
- Provide a 3-day gender training for interested service providers related to the Voice project
- Conduct a gender audit of the Voice partner organisations including recommendations
- Conduct an assessment of the Gender Justice Hub and develop recommendations for strengthening its responsiveness to the countries it serves

Skills and Experience:
- Minimum 8 years experience working on gender equality through gender mainstreaming
- Relevant educational background (min. Bachelors level) related to a social science, preferably including gender studies, development studies, public policy, or social research
- Strong analytical and research skills with sufficient understanding of survey design, quantitative/qualitative methods and data analysis
- Fluency in English required. Fluency in Arabic strongly preferred
- Prior experience working with an NGO preferred
- High level of interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, partners, service providers and policy makers
- Self-motivated and well organized
- Ability to work collaboratively, supportively, and respectfully with others
