Programme Background
Oxfam is an organisation that works to address the causes of poverty through campaigning and responding to the needs of the poor. Oxfam works in both development and humanitarian contexts, focusing particularly on water, sanitation and hygiene (WASH), protection and emergency food security and livelihoods.
In Lebanon, Oxfam is responding to the Syrian Refugee Crisis addressing emergency water needs through WASH service provision to populations residing in informal settlements. Oxfam also addresses the needs of the Lebanese host communities and local authorities through the rehabilitation and expansion of water supply networks, to improve access to water.
Currently Oxfam is implementing WASH activities in Bekaa Valley that aims to decrease public health risks through different activities. One of the main activities is the selection and training of Community Hygiene Volunteers (CHVs) that have the role of information dissemination to their community using visual materials. Consultations with Syrian refugees proved that visual communication materials and participatory approaches are the preferred approaches to be used for raising awareness and improving capacities. Thus, the consultancy call is looking for creative consultant with ability to design and print visual materials that are sensitive to Syrian refugees’ crises context and able to illustrate in simple ways, the required messages.
Scope of the work
The consultant is expected to develop the design for visual Information, Education and communication (IEC) materials that will be printed (or equivalent) to be used by Community Hygiene Volunteers to disseminate hygiene messages to Syrian Refugees living in tented settlements. The hygiene messages will be divided to the following topics:
- Chain of Contamination (including F-diagram)(Annex 1)
- WASH related diseases ( Diarrhea, lice, scabies) : this should include mode of disease transmission, Symptoms, ways of prevention and ways of treatments for each disease.
- Food hygiene: Route of contamination, Diseases associated and prevention ( Handwashing, Covering food, use clean kitchen utensils.)
- Personal Hygiene (Tooth Brushing, Handwashing, Bathing)
- WASH facilities cleanliness (Water tanks, Latrines, Handwashing facilities): How to clean these facilities to ensure good public health.
- Solid Waste management and vector control(Clean environment)
- Community participation
It is expected that an average of 40 images will need to be developed in total.
*Specific information on each topic will be provided to consultant upon recruitment.
Dimensions to be taken into consideration for the design:
- Age sensitive: the materials need to address refugees between age of 18 and 60 years old,
- Literacy rate: Audience of the material might be illiterate, thus, special focus on visual techniques is needed,
- Gender sensitive: the materials will consider the different perceptions of women and men about water, sanitation, and hygiene, this need will be reflected in colors, names, characters, scenes, etc and to ensure that women and men equally participate in the consultation and testing phases.
The consultant will meet Oxfam Public Health Promoter (PHP) senior Officers and WASH technical coordinator to discuss the design needs for the new materials to be used for training and information dissemination and to discuss the ideas already in place.
Before designing the materials, s/he will visit the Oxfam intervention sites to consult the ideas with the refugees about the materials, and after the design s/he will test them in the field by consulting CHVs and refugees and to do the needed changes.
Deliverables
The consultant will be required to develop the design concept of the IEC materials to be used by the CHVs. Upon approval of the concept, Sample designs will need to be developed and pre-approved by Oxfam, before field testing and based on the outcome, printing of all copies.
The foreseen deliverables are as follows;
1- Provision on 3 concepts design prototypes
2- Upon selection of concept design prototype, developing full IEC material
3- Provision of 2 IEC material prototypes
4- Field testing and consultation with refugees and CHVs.
5- Upon approval of full material and printing prototype, printing 130 copies of full colored Training A3 booklet in Arabic. (With illustration figures and three-dimension illustrations that covers the topics above.
Oxfam will provide the necessary logos. The designs will be given to Oxfam in soft accessible copies and access will be allowed to Oxfam to make changes or modify the designs after delivery.
Required skills:
- Previous experience with Oxfam or other NGOs /INGOs. (E)[1]
- Previous experience in similar visuals developing tasks. (E)
- High level of creativity in designing similar materials. (E)

REPORTOING LINES/ COORDINATION
The reporting and coordination will be done at different levels;
- Approval of designs will be done in coordination with the WaSH technical Coordinator in collaboration with the PHP senior officer
- Field visits to be done in coordination with the PHP senior officer
- Final presentation of material to be done in coordination with the PHP senior officer
DEADLINE
The contract is expected to start of May 15, 2017 and the deadline for completion of works will be June 30, 2017
Payments
Payment will be made only by check or transfer, as preferable by the consultant and following Oxfam procedures, upon submission of invoice by the consultant/consultancy firm and confirmation/approval of successful completion of the service by Oxfam.
Payments on printing materials depend on the cost. The consultant may be asked to only design without printing depending on the printing costs presented.
Terms of payment:
- 20% of the total contract value at signing of the services contract
- 40% of total contract value at completion and approval of designs (completion of deliverable 4)
- 40% of total contract value at approval of printed IEC material and handover to Oxfam
Payment terms are negotiable
