Hr Officer

  DIMENSIONS:   Provides professional advice to managers on a range of HR issues. Implement best practice – legal responsibility – national employment laws, tax laws etc. Influences in specific areas. Supports and role models a culture of collaboration across teams and offices Organise learning and development opportunities for staff to achieve corporate goals  Provides support for and implements operational plans to agreed standards.  Assists with the development of solutions to diverse and complex problems and  develops solutions to more routine problems.  Applies information received in a variety of formats primarily from internal sources. Flexibility to anticipate and resolve challenges within the operational context. Impact of this role is significant within the department and could have some impact division(s)-wide. Influence functional/ operational or specialist planning. Influence staff and volunteers in Oxfam and develop effective internal relationships.   KEY RESPONSIBILITIES:   Work with recruiting managers to plan recruitment campaigns, oversee drafting of Job Descriptions, write job adverts, advertise vacancies using creative and appropriate recruitment channels, ensure effective shortlisting and selection processes and participate within interview panels.   Manage the HR administration of day to day documentation; Recruitment; Leavers; Learning & Development; Performance Management including the ongoing maintenance of the Oxfam GB HR databases (HRMIS, I-Grasp, GOLD)   Be the first point of contact in Country HR for any HR queries from staff and managers, knowing when to escalate to the HR Manager (this includes Recruitment, Leavers, Terms and Conditions, Reward,  Learning & Development and Performance Management)   Research into local labour laws; Oxfam policies and procedures; Learning & Development opportunities internal and external to Oxfam in order to give efficient advice to the staff and management and Regional HR   Supporting the HR Manager with salary surveys, researching the job market; grade reviews; Learning & Development Plans, etc   Capacity building of managers and staff in Oxfam to assist in the efficient delivery of support and programmes   Capacity building of partner organisations in the area of HR administration and HR management   Support with employee relations cases including grievances, disciplinary and performance or redundancy dismissals.   Delivery of workshops/ training on HR policies and procedures and skills-based training sessions for example communication and management.   Data management and reporting – ensure all staff personal information held in HR is stored accurately and kept up to date and accurate management information reports are produced.   Collate information needed for strategic planning for the country programme and for the HR strategy.  Research on HR issues to feed into strategies   Management of the Induction process for new staff, volunteers, consultants, etc   Any task reasonably assigned to you by your line manager or designated person     SKILLS AND COMPETENCE: Essential A minimum of 2 years previous experience within HR Strong understanding of Lebanese Labour law, Contractual law and its practical application within the workplace Experience of handling employee absence, performance management, discipline and grievance issues and redundancy process. Strong experience of managing recruitment processes from start to finish Skilled communicator with experience of delivering short workshops or training sessions Produces clear, detailed and precise written communication, with experience of drafting HR policy and non-standard contracts Demonstrated track record of improving HR practices and operational procedures Proven ability to plan, organise and prioritise work. Strong self awareness and interpersonal skills Experience of working in a multicultural team environment with both national/global staff Ability to communicate in English and Arabic clearly both verbally and in writing and with all levels of staff, including at a distance Ability to influence and motivate others to achieve results, advice and support on human resource issues Able to remain calm under pressure and often in difficult circumstances Ability to work effectively as a member of a team Skills in IT and numeracy for reporting and reward calculations Gender and cultural sensitivity, commitment and an understanding of the values of Oxfam and the principles of equal opportunities.   Desirable Experience of working within an international Humanitarian or Development NGO. Full qualification in Human Resources Management Learning & Development knowledge and experience
