Background:

The Livelihoods and Advocacy Network Project Manager position will lead the programmatic management and partnership aspects of the above-mentioned intervention financed by Swiss Development Cooperation. As a key role within the Oxfam Lebanon Country programme, the position will be based in Beirut, with regular travel to programme sites. He/she will oversee effective management and relationships with partner organisations, manage the intervention throughout the project cycle, including budget management (including expenditure planning and expenditure monitoring), lead in preparing and developing high quality programme plans, including MEAL and procurement plans, progress and donor reports, ensure appropriate monitoring and project quality, and enhance internal and external learning and representation. In addition, the PM will also identify scaling up opportunities and new project ideas in line with the thematic area.

 

Job Purpose

To provide overall leadership and management of a livelihoods and advocacy network project that will contribute to improving the protection space for individuals involved in the formal and informal labour market in Lebanon, in accordance with international human rights law, workers’ rights and labour safeguards.

Oxfam in Lebanon is increasingly working at local, national and international levels to improve the protection of civilian population in situation of insecurity and displacement. The livelihoods and Advocacy Network manager will be part of Oxfam’s efforts to bring about improvements to the safety of civilians population in Lebanon, as well as local and national change in the access to descent job for all

The post-holder is expected to work closely with the Economic Justice programme team and the Oxfam Policy team towards common objectives.

Dimensions:

  • Ensure correct planning and implementation of the designated project and of policy development;
  • Support fundraising efforts and produce clear and quality reports (financial and narrative) that demonstrates good accountability;
  • Represent the project in coordination meetings and external relationships;
  • Analyze and communicate complex information to a wide audience and to communicate complex concepts and issues in a relevant and meaningful way to a wider public;
  • Build and maintain effective relationships with implementing partners and external stakeholders in support of the project in the focus areas;
  • Ensure the physical welfare, well-being, and professional development of staff directly assigned to the project at field office;
  • Serve as the Project Budget Holder and oversee effective financial management of the programme’s grant/s and activities with the support of admin and logistics teams;
  • Ensure programme quality standards are being met

Key Responsibilities:

  • Develop and implement the intervention in collaboration with other Oxfam colleagues and local implementing partners;
  • Recruitment and management of Network officer in line with Oxfam policies, ensuring that she/he has the necessary induction, training and support as required;
  • Plan and monitor the budget and ensure funds are spent within the time frame acceptable to Oxfam and the donor and ensuring rules and regulations are respected;
  • Ensure that donor contractual requirements are fulfilled, including by partner organisations, throughout the entire project period;
  • To report regularly, verbally and in writing to the Economic Justice Coordinator, Policy Lead and Head of programmes on regular basis on programme progress;
  • To lead in preparing mid-term and final reports for the donor in collaboration with programme teams, technical coordinators, Funding Coordinator, support teams and partners. Ensure narrative reporting and financial accounting meet Oxfam and donor’s requirements;
  • Support and promote programme quality and project strengthening activities e.g. data management, project quality meetings, learning events and partnership reviews;
  • Work with project staff to develop and implement progressive but realistic performance and development plans;
  • Ensure that risk management and contingency planning is included at all stages of the project.
  • Contribute to strengthening technical and organisational capacities of partner organisations as relevant and ensure effective and constructive management of the partnership.
  • Ensure an exit strategy is in place for the project, and for the network sustainability
  • Represent Oxfam in conversations and activities with partners’ networks.
  • Cooperate with the advocacy and policy team in designing, organising and preparing advocacy and learning events.
  • Ensure coordination with other livelihoods, protection and advocacy actors in the country and promote forms of synergy and cooperation.

 

Technical Skills, Experience & Knowledge

Essential

  • 3-5 years’ experience in development/humanitarian response work, preferably in a senior managerial role in conflict environments, or protracted crisis, and experience in policy and advocacy work
  • Previous experience working in protection or livelihoods programmes, or in a similar domain, in Lebanon or in the region.
  • Strong conceptual and practical understanding of legal frameworks, legal practices, key sectoral issues related to access to descent job 
  • Excellent written and verbal communication, including ability to fluently articulate key issues in reports, articles, blogs etc.
  • Demonstrable understanding of the gender dynamics and ability to capture the gender dimension in policy products.
  • Proven experience working with civil society organisations, in collaborations and formalised partnership, including for capacity development and in supporting their linking of on-the-ground issues to national-level change
  • Proven ability to communicate easily and readily verbally and in written form, fast delivery of a substantial workload with completed, specific planned deliverables, and to write analysis documents, grant proposals, etc.
  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
  • Good written and spoken English is essential. A good working knowledge of Arabic would be desirable.
  • Sympathy with the aims and Objectives of Oxfam.
  • Commitment to humanitarian principles and action.
