TEAM PURPOSE: Our team works to strengthen Monitoring, Evaluation, Accountability and Learning (MEAL) of projects implemented in the Tripoli and North governorate of Lebanon.

JOB PURPOSE: Under the guidance of the MEAL Officer, the MEAL Assistant will provide technical support and tools to Oxfam Lebanon’s programmes in Tripoli and North Governorate of Lebanon , ensuring effective, coordinated MEAL systems to drive project measurement, learning, and community accountability. The MEAL Assistant will help ensure that Oxfam and partner teams can effectively track outputs and outcomes, manage data effectively for reporting and learning purposes, and gather and respond to community feedback and requests for information and support, all in line with Oxfam minimum standards.

KEY STAKEHOLDERS

Senior IM Officer; MEAL Coordinator, MEAL Officer, Project and Program Managers, Humanitarian Program Coordinator, Oxfam’s and Partner’s staff in Tripoli 

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

 

MEAL system implementation:

  • Work with the MEAL Officer, project team, and partner staff to implement MEAL plans, processes and tools, ensuring quality data collection and reporting consistent with Oxfam standards

 

Programme monitoring, information management and reporting:

  • Support in developing/improving/updating tools for data collection, processing and analysis, while making sure gender considerations are integrated in all the tools (e.g., gender disaggregation, gender-specific targets)
  • Collect data on regular basis through in person and remote modalities using post-distribution monitoring tools (PDMs), surveys, focus group discussions, spot checks, and other tools
  • Supervise enumerators working to collect data
  • Report to and alert the project team on a regular basis regarding any anticipated project issues, risks and any emerging opportunities and threats to the project implementation;
  • Act as a focal point for the team on Oxfam’s beneficiary counting methodology and processes
  • Support the creation and management of programme and beneficiary databases as per programme requirements, disaggregated by gender, age and disability 
  • Ensure all MEAL-related data and files are properly organized and stored, following Oxfam data privacy and protection guidelines.

 

Accountability:

  • Co-manage the accountability phone and What’s App communication channels for Tripoli humanitarian projects, particularly cash distributions, with designated focal point
  • Receive and handle feedback and complaints from beneficiaries of all projects, share with teams, and support tracking and follow-up on the Your Word Counts system

 

Evaluation, Review, and Learning:

  • Share relevant MEAL findings with projects teams and support project changes and adjustments
  • Support the implementation of evaluation recommendations at field level
  • Collecting best practices that demonstrate qualitative and quantitative changes over the period.
  • Organize/support field-based reviews and learning events
  • Delivering any other responsibility related to MEAL assigned by the line manager.

    • Manages the project information management system for the project goal, outcome and outputs.
    • Communicates with key project staff and partners to improve program performance and accountability to beneficiaries.
    • Regular data collection culminating into weekly updates and monthly reports.
    • Supports MEAL Officer to manage monitoring and evaluation system for the projects.

In addition:

  • Bachelor’s degree in a relevant field from a recognised university.
  • At least 1 years of relevant professional experience working in MEAL or an associated field
  • Demonstrable experience of gathering, analysing and/or presenting quantitative and qualitative data
  • Fluency in written and spoken English and Arabic
  • Proven ability to work effectively with others - including in a multicultural team – and strong interpersonal skills
  • Detail-oriented, able to organise and manage various programme files
  • Good organisational and coordination skills
  • Proven knowledge of computerised systems; high degree of computer literacy, particularly with Microsoft Office (strong Excel skills essential)
  • Ability to work under pressure, ability to prioritize and commitment to meet deadlines.
  • Potential and flexibility of attitude to learn.

 

Desirable

  • Experience with mobile data collection technology and software - Survey CTO or any of the ODK tools
  • Experience working on the development, management and/or maintenance of databases
  • Practical experience using participatory approaches in MEAL
