PHE Assistant

TEAM PURPOSE: To reduce public health risks and contribute to a life with dignity for the communities in Bekaa Lebanon through the construction of Solar Systems, water, sanitation and hygiene facilities.

JOB PURPOSE: This position will be part of an integrated Humanitarian programme in Bekaa. The WASH component will include both public health engineering activities with the aim of providing comprehensive WASH assistance to vulnerable persons. This position, primarily being field based with daily field visits, will work in Bekaa Lebanon to ensure community engagement with WaSH and Solar activities and practices.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Technical

Programme Implementation

• To work with the implementation partners and contractors on assigned tasks as set by the PHE Senior Officer
• To follow up and monitor workers at the work site and ensure all the construction or rehabilitation of infrastructure and water and sanitation facilities are in accordance to technical specification and method statements.
• To follow up on the works implemented, including daily and weekly site visit. 
• To report regularly, verbally and in writing to the PHE Senior Officer
• With the PHE Senior Officer, establish systems and controls for daily site checks and documentation.
• Create and maintain a good relationship with the contractor and water trucking and desludging suppliers
• To produce non-conformance reports, establish a database and contribute to the close out of non-conformance.
• With the guidance of the PHE Senior Officer ensure that health and safety monitoring is incorporated into all daily site supervision activities.
• To ensure that all water trucking and desludging services are ongoing smoothly through daily/on spot follow up and monitoring with the contractor and the required documentation is done.
• Prepare BoQs and technical specs for rehabilitation WaSH facilities inside Collective Shelters, water infrastructure Systems ( water network, water pump station, solar water pumping system…), and Communal Water Points.
• Monitoring of ongoing rehabilitation works implemented by contractor and insuring the quality and quantities mentioned inside the ToR is being respected at site.
• Responsible for keeping a log of all 'lessons learnt" during the project.

Coordination

• As requested, participate in WaSH field-based meetings with other stakeholders, WaSH partners, and municipalities.
• Actively participate in weekly team meetings.
• Collect and report community level programme information.
