TEAM PURPOSE: The Oxfam team in Lebanon implements integrated humanitarian, development and policy interventions in line with Oxfam’s country strategy for Lebanon as relevant to Beirut Mount Lebanon, the Bekaa and North Lebanon areas, including protection & governance; cash assistance and economic development/livelihood; WASH/water governance with a focus on partnerships. The humanitarian pillar, in particular, ensures that marginalized women and men of all nationalities and statuses are able to have safe access to WASH, attain their rights to life, security, protection and basic assistance, and that they are enabled to support their own basic needs, develop their livelihoods, all in a manner that respects and maintains their dignity.

JOB PURPOSE: The Project Manager position will lead and is accountable for an assigned project including programmatic, management and partnership aspects of Oxfam’s interventions. The position will be based in Beirut, with regular travel to programme sites which could include Beirut Mount Lebanon, North Lebanon, Akkar, North Bekaa and any other district assigned by Oxfam. He/she will oversee effective management and relationships with relevant external stakeholders, manage interventions throughout the project cycle, including budget management, lead in preparing and developing high quality programme plans, including MEAL and procurement plans, progress and donor reports, ensure appropriate monitoring and project quality, and enhance internal and external learning and representation.

Project Cycle Management & Programme Quality

  • Develop and oversee programme management instruments such as project workplans, spending plans, procurement plans – with an eye for continuous adaptation and improvement;
  • Work closely with the WaSH, Protection, Food and Economic Security and Gender advisors, as well as support staff, to provide appropriate guidance and managerial support to implementing field teams;
  • Ensure that all activities mainstream gender justice and protection;
  • Promote monitoring and evaluation and programme quality, by supporting the design and adaptation of monitoring frameworks, monitoring tools, and review and follow-up on findings, support learning reviews and evaluations, ensuring that learning from monitoring and evaluation informs continuous quality improvement of Oxfam’s humanitarian programme;
  • Provide robust monitoring of budgets and project spending trends, and propose budgetary adjustments;
  • Lead on initiating relevant procurement processes, with support from Logistics, in line with programme spending and procurement planning;
  • Ensure a constant and constructive relationship with municipalities in the areas of intervention, as well as other relevant stakeholders, such as the SDCs and the Water Establishments;
  • Lead in preparing narrative progress reports for donors in collaboration with partners, project staff, technical advisors, Grants and Compliance Manager and support teams. Ensure narrative reporting meets Oxfam and donor’s requirements;
  • Ensure that risk management and contingency planning is included at all stages of the programmes;
  • Ensure compliance with the rules and regulations of Oxfam and Oxfam’s donors.
  • Ensure Oxfam’s Programme Management system (OPAL) is updated and relevant;

 

People & Team Management

  • Recruit and line manage relevant staff;
  • Ensure staff are compliant with key internal procedures including security requirements and code of conduct;
  • Solicit appropriate training and learning opportunities for team members in line with their performance objectives and ensure regular coaching of staff;
  • Oversee performance management and staff development of team members, and provide necessary and timely feedback to all staff being directly managed;
  • Ensure the physical welfare, well-being, and professional development of staff directly assigned to the project.

 

Partner Relations

  • Lead on relationships with partners, including following up on the quality of the partnership, activity implementation in the field, the quality of implementation, and budget monitoring, while problem-solving any arising issues;
  • Oversee the monitoring of progress against project partnership agreements;
  • Support Oxfam’s partners with relevant capacity building in line with mutually agreed capacity building plans.

 

 

External representation

  • Attend relevant sector coordination meetings as appropriate and feed information for continuous programme adaptation and compliance with sector standards;
  • Serve as project representative to external stakeholders, such as donors, municipalities, SDCs and water establishments;
  • Assist with the coordination of visits of donors, and/or partners related to the project.

  • At least 3 years of Project Management experience

  • Good written and verbal communication, including ability to fluently articulate key issues verbally and in writing (Arabic and English)
  • Commitment to gender equity, diversity, and equal opportunities.
  • Experience in capacity building of staff and partners, and the professional development of staff.
  • Ability to travel to project areas in Beirut Mount Lebanon, North Lebanon and the Bekaa

 

Desirable

  • Experience and understanding of community-based approaches at the field level, including the constraints, sensitivities and risks associated with such work.
  • Experience coordinating works around Solar Water Pumping Stations
  • Experience working on Menstrual Hygiene Management Programming
  • Experience working with partners.
  • Conflict analysis skills.
