TEAM PURPOSE: Oxfam in Lebanon is increasingly working at local, national and international levels to “ensure that women and men are protected and empowered to enjoy their basic rights and access services enabling them to live in dignity within a more equitable society.” To achieve this vision, Oxfam in Lebanon implements activities under three main programmatic pillars, which are the Governance and Economic Justice pillar, the Humanitarian Pillar, and the Beirut Response Pillar (in response to the Beirut blast of August 4th, 2020).

The Governance Program aims to empower marginalised women and men, particularly youth, to exercise their basic rights to influence decision-making in support of more accountable, effective governance, particularly in relation to respect for basic rights, access to services, resource management and distribution, and gender equity.

JOB PURPOSE: Oxfam in partnership with COSV and Beyond Group is implementing a European Union Trust Fund (EUTF) funded project entitled “Social Entrepreneurship Ecosystem (SEE) Change”. The project is implemented between September 2020 and August 2023 in Bekaa, North Lebanon and Mount Lebanon. SEE Change aims to build social entrepreneurship monitoring tools and establish monitoring units on the community level; to strengthen SEs through financial and non-financial support as well as unique incubation programs; to strengthen social entrepreneurship support organizations (SESOs) through capacity building and networking initiatives; and, on the policy and advocacy level, to facilitate a common advocacy strategy for members of the ecosystem, to support existing networks and to contribute to the adoption of a legal framework for social entrepreneurship. 

 

Under the supervision of project coordinator, and in close coordination with Oxfam’s Country Office, the Beqa’a Project Manager (PM) is responsible for leading the correct planning, implementation and monitoring of the activities under Oxfam Responsibility in the Beqa’a Governorate.  Under direct line management of the Oxfam Project Coordinator, She/he will be responsible for the organization of activities at field level and ensure the project meets stated goals and ensures timely and quality delivery of activities and outputs. Furthermore, the PM will take a leadership role in coordinating at local level with key stakeholders and implementing partners.

 

The PM is expected to work closely with the Humanitarian programme team, Active Citizenship & Good Governance and Economic Justice programme teams and the Oxfam Policy team towards common objectives and to report to See Change Project Coordinator

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Programme Oversight (50%)

  • Under supervision the See Change PC and in coordination with the See Change North Governorate PM, develop overall programme guidance in terms of work plans/budget work plans, spending plans, MEAL plans, procurement plans concerning activities in the Beqa’a Governorate and monitor their implementation in adherence to donor requirements;
  • Lead the implementation of the activities in Baalback/Hermel, Zahle, West Beqa’a, Jezzine and Nabatieh areas, supported by the social mobiliser(s);
  • Work closely with the See Change PC, technical advisors and support staff to provide appropriate guidance and managerial support to implement the project in line with the objectives laid out in the donor approved proposal;
  • To report regularly, verbally and in writing to the See Change PC on regular basis on programme progress;
  • To provide information to the PC in order to prepare mid-term and final reports for the donor in collaboration with partners, project staff, technical coordinators, Funding Coordinator, Support teams. Ensure narrative reporting and financial accounting meet Oxfam and donor’s requirements;
  • Support and promote programme quality and project strengthening activities at the field level e.g. data management, project quality meetings, learning events and partnership reviews;
  • Monitoring and evaluating the project regularly, ensuring partners’ and community participation as appropriate, as well as accountability towards communities.
  • Follow up on MEAL activities and findings ensuring that learning from monitoring and evaluation is included and strategies and programme implementation are adapted accordingly.
  • Ensure that risk management and contingency planning is included at all stages of the programmes.
  • Ensure an exit strategy is in place for all pilot projects funded by the project, and for the network sustainability.
  • Ensure project activities have the appropriate visibility in compliance with donor requirements and procedures.

 

People & Team Management (15%)

  • Line manage the community mobiliser
  • Ensure a constant and constructive relationship with Beyond and COSV at field and Beirut level
  • Ensure staff are compliant with key internal procedures including security requirements and code of conduct;
  • Solicit appropriate training and learning opportunities for team member in line with development objectives and ensure regular coaching of staff (including partner’s staff);
  • Oversee performance management and staff development of team member, and provide necessary and timely feedback to all staff being directly managed;
  • Raise protection concerns identified by the network to the PC and to the protection coordinator and the policy adviser, propose points for advocacy, and cooperate with the advocacy and policy team in designing, organising and preparing advocacy and learning events.
  • Ensure the physical welfare, well-being, and professional development of staff directly assigned to the project at field office.
  • Ensure adequate and timely coordination with the security team regarding staff movement and security concerns.

 

Budget & Financial Management (15%)

  • Participate in monthly financial review meetings, involving relevant consortium staff and support staff to plan and monitor the budget, monitor procurement and spending plans, and ensure funds are spent within the time frame acceptable to Oxfam and the donor and ensuring rules and regulations of Oxfam are adhered to;
  • Monitor actual financial performance against the budget, and explain variances on a regular basis;
  • Ensure that donor contractual requirements are fulfilled, including by partners, with particular reference to the General and Technical conditions of the Grant Agreement and internal regulations, throughout the entire project period;
  • Responsible for overseeing activity and financial progress against project partnership agreements at the field level;
  • Responsible for ensuring appropriate monitoring (financial, technical, implementation) of consortium partners at the field level;
  • Coordinate with the PC on initiating relevant procurement processes, with support from Logistics, in line with programme spending and procurement planning.

 

Representation & Advocacy (5%)

  • In coordination with consortium member focal points, develop and maintain positive relations with relevant ministries and other government counterparts, donors, and other relevant external stakeholders at the field level.
  • When needed, participate in the Livelihoods and Social Stability working group in the Beqa’a Governorate representing Oxfam and coordinate concerning See Change activities with stakeholders active in the area.
  • Promote the values of the consortium, coordinate with external actors and represent the consortium at the field level. Ensure that meetings are documented and results circulated to appropriate staff, and consortium member partner focal points on a timely basis.
  • Assist with the coordination of visits of donors, and/or partners related to the project.
  • Facilitate, coordinating with the PC, on organizing joint consortium events, such as joint advocacy, research, project launch etc., coordinating closely with the policy and media team

Reporting & Communication (15%)

  • Monitor program implementation and ensure regular reporting to PC;
  • Establish and maintain clear lines of communication with project staff and, at the field level, ensure internal communication among consortium members and project staff is effective.
  • Liaise with the Economic Policy advisor regarding the policy component of the project.

  • Minimum 3 years professional work experience in international humanitarian/ development work, including in the MENA region;
  • Demonstrated technical expertise and experience in Social entrepreneurship support, local economic development, livelihoods and/or social cohesion programming.
  • Good knowledge of developing and implementing monitoring systems to track the effectiveness of programmes and an ability to build cooperative, professional relationships with donors, partners and peer organisations.
  • Demonstrated project, program and human resource management experience, including in working with local partners;
  • Commitment to equal opportunity and gender policies. Demonstrated experience in integrating gender and diversity issues into programmes.
  • A bachelor’s degree (post-graduate strongly preferred) in international relations, business administration, management, human rights, social sciences or related field;
  • Proven analytical and strategic planning skills;

  • Professional fluency in written and spoken Arabic and English
  • Technical Expertise and experience in social entrepreneurship initiatives

Desirable

  • Master’s degree in relevant area (e.g. governance, development studies, political science)
  • Experience in working with and developing Social Entrepreneurship initiatives.
  • Proven ability to analyse complex environments at the local and national level, monitor changes and translate into appropriate strategic advice;
  • Experience in supporting research, advocacy and influencing efforts on Socio-economic issues in Lebanon;
  • Knowledge of and/or experience in economic justice programming.
