TEAM PURPOSE: Oxfam in Lebanon works at local, national, and international levels to improve the protection of civilian population in situation of insecurity and displacement. The protection assistant will contribute to Oxfam’s overall efforts to bring about improvements to the safety of civilian populations in Lebanon, as well as local and national change in the protection framework.
JOB PURPOSE: The protection assistant will gather and document data around protection concerns and threats and contribute to analyses on trends and needs of displacement affected populations in Bekaa, Lebanon. To support the communities to safely access useful, reliable, and accurate information as well as adequate services.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Collect high quality protection information through direct observation, surveys, focus group and community discussions, and key informant interviews in accordance with Oxfam’s Protection Monitoring guidelines and SOPs.

Identify and respond appropriately to rights holders with heightened protection needs including through direct provision of protection services and referrals.

Support activities under Oxfam’s research and advocacy efforts in relation to protection,

Monitor and report protection incidents in a timely manner.

Maintain regular contact with rights holders in target areas, including refugee representatives, and ensure adequate and continuous support to community focal points.

Support the development of an up-to-date community service mapping. Collect information on access to services and provide regular updates on changes to services available.

Prepare and conduct field activities, including community consultations and information dissemination sessions.

Conduct and follow-up on referrals, respecting Oxfam’s policies and guidelines for responsible data management and in line with the Minimum Standards and Procedures for Individual Referrals

Support coordination and follow up with partners and other relevant organizations in relation to activities and workplans.

In collaboration with the MEAL team, submit monthly MEAL reports to track the beneficiary numbers of the protection activities and ensure regular update of protection tools and beneficiary feedback systems.

Support in identifying community groups, providing technical support, and provision of Group Cash Transfer for protection outcome.


Support the development of protection-related materials such as awareness-raising tools, key messages, and guidance documents for community engagement.

Contribute to capacity-building efforts by supporting training sessions for partners, community focal points and other community structures on protection principles, safe referrals, protection mainstreaming and other relevant topics.

Support other teams where necessary to ensure safe programming.


Ensure a constant and constructive relationship with Oxfam project teams and partners.

Other tasks may be required, where up to 80% of field time can be expected.

BA degree in a relevant field (social sciences, social work, development studies, etc).

Experience in working in ISs with NGOs

Experience in working in North Bekaa

Experience in working in community engagement and mobilization

Good understanding of protection and refugee contexts, including human rights knowledge

Good organizational skills (ability to develop workplans, organize their work, prioritize tasks, basic understanding of project quality and spending).

Excellent Arabic and good English languages skills

Adherence to and respect of Oxfam’s mission, vision and values including protection of rights, ending inequality and gender justice.

Proven analytical skills.

Understanding of project-level monitoring, learning, and adaptation.

Ability to work with team members collaboratively.
