TEAM PURPOSE: Oxfam in Lebanon works at local, national, and international levels to improve the protection of civilian population in situation of insecurity and displacement. The protection assistant will contribute to Oxfam’s overall efforts to bring about improvements to the safety of civilian populations in Lebanon, as well as local and national change in the protection framework.

 

 

JOB PURPOSE: To gather and document data around protection concerns and threats and contribute to analyses on trends and needs of displacement affected populations in the Bekaa, Lebanon. To support refugees to safely access useful, reliable, and accurate information as well as adequate services.

GEOGRAPHICAL SCOPE

South Lebanon- Rmieleh Office with field visits to implementation areas and Collective Shelters

KEY STAKEHOLDERS

Oxfam’s Response team, Protection advisor, Protection Officer, Oxfam and Partner MEAL and protection Staff,

 

 

 

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

  • Conduct protection monitoring through direct observation, focus group discussions, community discussions, and key informant interviews in accordance with Oxfam’s guidelines and SOPs
  •  Implement protection activities inside collective shelters, including Psychological First Aid (PFA), protection awareness sessions, referrals, and protection monitoring activities
  •  Identify and respond appropriately to individuals with protection needs through PFA, referrals, Emergency Cash Assistance (ECA), and other protection support mechanisms, including support to vulnerable cases outside shelters.
  •  Support the development and regular update of referral service mapping, including collecting information on service availability and access constraints.
  • Conduct focus group discussions, interviews, and observations to assess protection risks, threats, and needs affecting displacement-affected populations.
  • Prepare for and support field activities, including community consultations, outreach, awareness sessions, and information dissemination activities.
  • Conduct and follow up on referrals while ensuring compliance with Oxfam’s data protection policies
  • Support coordination and follow-up with partners, service providers, and other relevant stakeholders in relation to protection activities and workplans.
  •  In collaboration with the MEAL team, contribute to monthly MEAL reporting, beneficiary tracking, and the regular updating of protection tools and beneficiary feedback mechanisms.
  •  Support Oxfam’s research, advocacy, and evidence-generation efforts related to protection programming.
  •  Monitor and report protection incidents and trends in a timely and accurate manner.
  • Maintain regular communication with rights holders in target areas, including refugee representatives and community focal points, and ensure continuous support and engagement.
  • Collect protection-related data and ensure accurate and safe information management and dissemination.
  • Promote inclusive community participation approaches that ensure meaningful engagement of vulnerable and marginalized groups across all activities.
  •  Maintain and regularly update weekly workplans in coordination with the protection team.
  • Support other program teams as needed to ensure safe, inclusive, and conflict-sensitive programming.
  •  Ensure constructive coordination and communication with Oxfam project teams, partners, and external stakeholders.
  •  Carry out any other relevant tasks as requested, noting that up to 80% field presence may be required.

• BA degree in a relevant field (social sciences, development studies, etc),

• Good understanding of protection and refugee contexts, including basic human rights knowledge

• Excellent Arabic and good English languages skills

• Adherence to and respect of Oxfam’s mission, vision and values including protection of rights, ending inequality and gender justice.
