Protection Coordinator- Lebanon

  OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering   TEAM PURPOSE: The technical advisory and programme quality team in Lebanon provides Oxfam and partner teams with timely and high-quality technical support to ensure Oxfam’s programmes contribute to sustainable transformative change at scale to address root causes of suffering and inequalities in Lebanon. The team promotes programme learning and continuous improvement of programme quality and effectiveness, strengthened accountability, and ensures that evidence from programmes drives effective advocacy and campaigns.        JOB PURPOSE: To support the development and implementation of Oxfam GB’s country programme by providing specialist advice and support on protection.   REPORTING LINES:   Post-holder reports to:                         Head of Programmes Matrix Management to:                         Protection Advisor - Humanitarian Department   Staff reporting to this post:                  Protection Policy and Research Adviser, Protection                                                                                capacity building officer (TBC). Matrix management:                             ECHO Protection Adviser, Senior Protection Officers                  BUDGET RESPONSIBILITY: Technical sign off DIMENSIONS: Provides support and gives strategic steer to assessments, analysis, development, integration of protection components into Oxfam’s country programmes. Coordination of and delivery of agreed plans or strategies. Input to strategic plans and processes at country, region and global thematic level (e.g. Oxfam protection strategy) Represents Oxfam in coordination meetings and relevant external relationships. Plans and objectives are developed to contribute to country and sub- region programme strategy and can involve collaboration with other programme units (e.g. other colleagues in different country programmes). Plays an active role in lobby and advocacy on issues related to protection, working closely with policy and advocacy staff. Works as part of a technical advisory team. Provides specialist advice or specific skills to different teams. Collaborates with other teams and departments and ensures integration (safe programming) of protection considerations into other sector programmes and planning. Management tasks are complex and non-routine within their specialist unit or function. Ability to analyse and communicate complex information on protection matters to a wide audience. Decision-making requires significant levels of judgement based on technical and management experience, generally actively supported by line management or the programme team. The focus of the role can vary but has well-defined targets and/or minimum standards, and is both proactive and reactive. Plans programme level resources and provides support to field implementation planning and resourcing Assist the line managers to develop the technical team’s objectives in line with the Lebanon protection approach and the wider Oxfam Country Strategy. To play active role in lobby and advocacy on issues related to programmes through personal contacts and co-ordination of allies. To take part in public campaigns based on agreed plan of action and objectives To support fundraising efforts and produce clear and quality reports (financial and narrative) that demonstrates good accountability. Impact is on own department/Region, and through the impact of the team's work on technical quality of Oxfam’s humanitarian work on the whole of Oxfam, e.g. on the international profile of the organisation     KEY RESPONSIBILITIES:   Technical and Management Support Directly line-manage the Protection Policy and Research Adviser and the Protection Capacity Building Officer, ensuring implementation of Oxfam’s performance management policies and procedures.   Lead the development of a comprehensive Protection Approach for Oxfam in Lebanon, which includes elements of safe programming, specific protection activities and advocacy and policy efforts, working towards a transition into longer-term programmes with a strong partnership approach that include the following elements a) meeting humanitarian needs; b) building resilience; and c) certain components of active citizenship/ governance. This entails defining the strategic approaches, identifying key partners and supporting programme teams and partners in developing (funding) proposals and reviewing and revising current projects to meet changing needs and requirements. Provide specialist protection and safe programming advice and support to Oxfam and partner interventions and approaches in Lebanon. Participate in country planning, strategy development and reviews. Provide ongoing protection analysis for the Lebanon programme, including aspects of conflict analysis, gender, and risk management. Support programme and project teams on HR issues, in particular: developing ToRs, job descriptions and on recruitments of senior protection staff (C2 and D1 as appropriate). Maintain an up to date understanding of the protection sector and main protection issues in Lebanon and ensure that programme teams have access to relevant, up to date information, including identifying overlaps and collaboration with other sectors.   Programme Quality Support the implementation of protection activities within Lebanon – including ensuring coherence, standardized approaches, and programme quality across the protection programme as a whole and safe programming principles. In collaboration with technical coordinators, Policy Unit and Programme Managers, work to integrate programme and policy/ influencing efforts to ensure that programmes are working towards achieving same aims and leveraging impact in line with Oxfam’s Country Strategy. Support programme and project teams in developing and applying appropriate Monitoring, Evaluation, Accountability and Learning (MEAL) tools in relation to Oxfam’s protection work in Lebanon. Support programme and project teams in mainstreaming gender throughout Oxfam Lebanon’s protection work. Support on Identifying (protection-related) capacity building needs and opportunities for Oxfam staff and local partner organisations; support the development and implementation of capacity building plans and design and deliver training as appropriate. This includes identifying staff secondments and team/ partner participation on global learning events. Be the focal point to liaise with technical staff from other Country Programmes in the region and with the Global Protection lead to identify opportunities for collaboration and joint learning, in order to support a comprehensive and unified approach to protection and contribute to Oxfam’s global strategic thinking on protection. Support the development and implementation of national programme evaluations, learning events and specific programme related research activities   Representation and influencing Represent Oxfam externally: develop alliances with agencies working in the field of protection with a view to enhancing coordination, and adopting complementary approaches including active participation in relevant protection coordination and planning mechanisms and supporting field staff in field-level protection coordination and as sector working group co- leads Represent and advocate on behalf of Oxfam to national authorities, donors, NGOs and community leaders Lead specific research activities including identification of research topics, methodologies, implementation, analysis and dissemination of findings through programmes and sectors Ensure that influencing and advocacy work is based on sound research and programmatic evidence by identifying key protection issues that require advocacy, and by feeding evidence for advocacy priorities. Support advocacy and campaigning on protection issues including analysis, surveys, assessments and support to development of policy products as required.     Global Support (Max 20%) Collaborate with Oxfam International and Affiliate staff to: Actively participate in Oxfam’s internal Protection Group and contribute to Oxfam’s global             strategic thinking on protection.     Skills and Competences: Several years involvement in humanitarian response work, preferably in a senior humanitarian or protection role in conflict or insecure environments. Proven experience carrying out analysis and strategic approaches to response in complex humanitarian environments, preferably in a leadership role. Strong conceptual and practical understanding of protection standards, key sectoral issues and processes including advocacy for protection Experience and understanding of community-based protection at the field level, including the constraints, sensitivities and risks associated with such work Ability to represent Oxfam in country, regional and global protection fora as required Excellent written and verbal communication, including ability to fluently articulate key protection issues in reports, articles, blogs etc. Demonstrable understanding of the gender dynamics of protection work and ability to implement protection activities with a strong emphasis on the gendered aspects of conflict, violence and abuse.  Commitment to gender equity, diversity and equal opportunities Fluency in English Experience in capacity building of staff and partners, and the professional development of protection staff.   Desirable Understanding of advocacy and campaigning work Experience in participatory research Arabic language skills Conflict analysis skills   Lebanese Nationals are strongly encouraged to apply
