Protection Manager, Bekaa Valley

  Key Responsibilities   Programme management Ensure effective delivery of the Protection programme in Bekaa in respect of donor funded projects, Oxfam GB procedures, donor regulations, and within the agreed time frame. Provide ongoing protection analysis for the Lebanon programme, including aspects of conflict analysis, gender, and risk management Manage the protection team in Bekaa, contributing towards a positive working environment supportive of staff development and delivery against set objectives Ensure planning and monthly follow up for projects, including participation in and field monitoring of activities and budget, procurement plan, follow up on the administration and HR related to the project. Responsible to write and compile high quality narrative reports, develop proposals, including budgets for new projects and initiatives Monitoring and evaluating the quality and technical standards of the project regularly, ensuring community participation and accountability towards communities, ensuring that learning from monitoring and evaluation is included and strategies and programme implementation are adapted accordingly. Work closely with the other programme teams in the base to support safe programming standards are met, and to support protection mainstreaming and integration of programmes to strengthen impact on communities. Collaborate with the base management team in developing and implementing the programmatic and operational strategy for the Bekaa programme Work with the protection team to develop good practices in adapting the Oxfam protection model to the context of the Bekaa, and document the lessons learnt in cooperation with the Protection Coordinator Ensure an exit strategy is in place for all communities and areas where the programme is ongoing or might be phasing out Ensure that risk management and contingency planning is included at all stages of the programmes. Contribute to strengthening technical and organisational capacities  of local NGOs and ensure effective and constructive management of the partnership   Representation and advocacy Contribute to maintaining an Raise protection concerns identified by communities to the protection coordinator and to the head of office, propose points for advocacy, and cooperate with the advocacy and policy team Establish constructive relationships with local power holders and carry out protection related advocacy with humanitarian stakeholder and other authorities and power holders in the area Represent Oxfam in the Protection WG and other protection sector sub-working groups and relevant meetings in the Bekaa. Ensure coordination with other actors in the Bekaa and promote forms of synergy and cooperation.     Skills and Competences: Commitment to humanitarian and human rights principles and action. 5 years experience in humanitarian response work, preferably in a senior protection role in conflict environments, or displacement and refugee crisis, with staff management responsibility (E) Previous experience working in protection programmes, or in a similar domain, in Lebanon and abroad. (E) Strong conceptual and practical understanding of protection standards, key sectoral issues and processes including advocacy for protection  (E) Experience and understanding of community-based protection at the field level, including the constraints, sensitivities and risks associated with such work (E) Understanding of emerging trends and challenges in protection of civilians and refugees and potential solutions to the challenges (E), preferably in Lebanon (D) Demonstrable understanding of the gender dynamics of protection work and ability to implement protection activities with a strong emphasis on the gendered aspects of conflict, violence and abuse. (E) Proven experience working with civil society organisations, power holders and policy makers, in collaborations and formalised partnership, including for capacity development and in supporting their linking of on-the-ground issues to national-level change (D) Excellent written and verbal communication, including ability to fluently articulate key protection issues in reports, articles, blogs etc. (E) Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts. (E) Good written and spoken English is essential. A good working knowledge of Arabic would be highly desirable. Sympathy with the aims and objectives of Oxfam.
