Protection Officer

  OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering   TEAM PURPOSE: • To lead the implementation of Oxfam’s protection monitoring, information dissemination and referrals work. JOB PURPOSE:  To lead in implementing gender-sensitive community-level protection activities in particular, protection monitoring and information dissemination and referrals guided by Oxfam’s policies and guidelines for managing information and the ICRC professional standards in protection work.   REPORTING LINES: Post holder reports to: project manager     BUDGET RESPONSIBILITY:  None     DIMENSIONS: Participatory protection information gathering and analysis in line with ICRC standards and ethics in protection work Participation to meetings Report writing Representation in field protection working group and other relevant inter-agency coordination groups Liaising with field offices of humanitarian agencies for our information dissemination activities and referrals Weekly and monthly activity planning Management of field protection assistants Strong technical understanding and leadership.   KEY RESPONSIBILITIES:   Manage and join field protection assistants in monitoring protection issues affecting refugees from Syria and Lebanese host population Summarise protection monitors (protection assistant) reports using UNHCR guidelines Preparing written protection updates for Oxfam situation reports Prepare for the community consultations and orientation sessions about refugee rights, entitlements, registration, basic and specialist services in the districts Work with local partners to coordinate community based orientation sessions – working with counterpart in partner organisation where possible Follow-up with INGOs and UN about requests and invitations for the community sessions Follow-up INGOs and UNHCR about brochures and other information materials for distribution to refugees Explore sites and support in negotiating these locations for developing notice boards for announcement about refugee services Support protection advocacy researches and surveys Attending protection and GBV working group meetings  in the absence of the protection adviser Coordinate activities with WASH Officers, EFSL and Cash Transfer Officers Support and coordinate with MEAL Officers for baseline survey, post-distribution and other monitoring activities. Submit monthly MEAL reports to track the beneficiary numbers of the information dissemination and referral activities Support country teams to ensure MEAL processes are engendered and include protection to ensure learning is captured Support possible protection advocacy research Provide written feedback about protection incidents, issues and aid-related community-conflicts     SKILLS AND COMPETENCE:   Demonstrable experience in working with communities in humanitarian or development contexts Demonstrable experience in using participatory research and assessment methodologies Good understanding and knowledge in application of do no harm, conflict sensitivity principles and ICRC standards and ethics for protection work Good understanding of protection and refugee issues related to conflict including some basic human rights and refugee Good levels of spoken and written English and Arabic Commitment to a rights-based approach, gender equality and protection Proven analytical skills Understanding of monitoring processes, learning, adaptation and evaluation Ability to work in multi-cultural team Willingness to work in insecure environments and a high level of adaptability and initiative
