Protection Research Officer

JOB TITLE:  Protection Research Officer   DIVISION / DEPARTMENT / LOCATION: Beirut, Lebanon   JOB FAMILY:  Programme technical SALARY:  Competitive   LEVEL: D2     OXFAM PURPOSE: To work with others to overcome poverty and suffering    TEAM PURPOSE: Oxfam in Lebanon works at local, national and international levels to improve the protection of civilian population in situation of insecurity and displacement. The protection officer will be part of Oxfam’s efforts to bring about improvements to the safety of civilians population in Lebanon, as well as local and national change in the protection framework applied to refugees and to civilian population.   JOB PURPOSE:    Under the guidance of the Protection policy and research adviser and the Protection Coordinator he/she is responsible for working with programme teams on data collection and to conduct qualitative and quantitative data analysis or protection monitoring and other research activities findings.  The officer will also be responsible for coordinating with other partner organisations for data collection and other research activities. REPORTING LINES:   Post holder reports to:   Protection policy and research adviser Matrix management/technical overview: Protection Coordinator Staff reporting to this post: none     BUDGET RESPONSIBILITY:  No budget responsibility.     DIMENSIONS: Understand and uphold basic principles of vulnerability, gender, and diversity awareness in humanitarian work Understand and uphold International Humanitarian principles, codes, and standards Understand individual role and role of the organisation and others in humanitarian crises Provides support to the work of partner or other non-protection staff in area of own specialism. Analysis and internal communication of the locally relevant context to inform appropriate planning, and to develop a shared analysis of local issues, contacts and key players. Ensures the effective planning and delivery of activities in working with other teams and partners, and is responsible for weekly, monthly and quarterly activity planning and reporting Problem solving activities related to a defined area, such as a limited geographical area or limited programme sectional area using professional or technical knowledge Communicates widely within the unit or department, with some wider Oxfam contacts and/or external contacts within a defined area. Required to solve problems and to make sound judgements regularly within agreed processes using technical knowledge, a good understanding of the team and of the projects’ requirements. Strong interpersonal skills including good team work   KEY RESPONSIBILITIES Protection monitoring, research and analysis Responsible to ensure the quality and compliance with sector and Oxfam standards in the collection and handling of protection information Coordinate activities with colleagues in other teams to ensure coherent approach to beneficiaries Investigate and conduct analysis of various secondary data sources Carry out data collection for protection monitoring activities and support data collection for research and surveys Collect, record and interpret qualitative and quantitative data Perform analysis of quantitative and qualitative data using the appropriate software and/or manual methods as necessary Support design, planning and implementation of programme-based protection researches and surveys in coordination with the Protection Policy and Research adviser and Protection Coordinator Ensure involvement of and coordination between partners and the Protection Research and Policy Advisor in all protection monitoring activities Share relevant findings with policy and advocacy staff and with programme teams in an appropriate format, including ability to identify issues requiring urgent reporting Ensure all protection monitoring-related data and files are properly organized and stored, in accordance with data protection policies and in line with confidentiality principles Reporting Produce reports presenting the results of the analysis, and share the findings in an appropriate format. Contributing in Sitreps, monthly reports, donor reports Technical support and capacity development Regularly support and coach Oxfam and partner staff in the implementation of protection monitoring activities, with particular focus on facilitation of data collection, recording of findings and methods for analysis; Contribute to identifying areas for partner’s capacity building needs on data collection and analysis on research and protection monitoring activities and share with the relevant managers; Accountability and Humanitarian Standards Apply Oxfam’s minimum requirements on accountability to beneficiaries in the implementation of activities Ensure compliance with ICRC Standards for Protection work and Protection Information management principles Explain humanitarian standards to communities and key informants as necessary during the delivery of monitoring activities   SKILLS AND COMPETENCIES Strong commitment to the aims and objectives of Oxfam, including to human rights, gender equality and social justice Masters degree in relevant field from a recognised university. At least 2 years of experience in research, including data analysis and reporting At least 2 years of experience working with communities in humanitarian or development contexts, including in research, in particular with displaced or refugees populations At least 1 year of experience working in protection programmes, including SGBV or child protection. Proven technical experience of gathering, analysing and presenting quantitative and qualitative data Excellent written and verbal communication skills to motivate, influence and negotiate both internally and externally, strong English and Arabic skills. Proven analytical skills and experience in quantitative and qualitative data analysis Demonstrable experience in using participatory research and assessment methodologies Good understanding and knowledge in application of do no harm, conflict sensitivity principles, Sphere standards, Protection mainstreaming principles and ICRC standards and ethics for protection work Proven knowledge of computerised systems; high degree of computer literacy and word processing and spreadsheet/Excel skills. Knowledge of qualitative data analysis software an advantage. Ability to work under pressure, ability to prioritize and commitment to meet deadlines. Potential and flexibility of attitude to learn and a high level of adaptability and initiative Ability to work in diverse and multi-cultural team
