Public Health Engineer - Water Quality

  KEY RESPONSIBILITIES:   Programme Implementation To asses water sources, as requested, especially taking in the broader perspective of Public Health. To work with the implementation partners to set up a skills training programme. To liaise closely with the Public Health Promotion Team throughout the planning, design and implementation stages of the Public Health Engineering Programme. Hygiene promotion is a vital element of such public health engineering programmes To report regularly, verbally and in writing to the Programme Manager or PHE Team Leader. To order equipment from Oxfam’s Purchasing Department as required. Occasionally to organise local purchasing and to keep accounts. To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol). To ensure that all programmes take gender issues fully into account. This includes the introduction of mechanisms to enable women to participate in decision making around public health engineering issues. With the Public Health Engineering Team Leader, establish systems and controls for daily water points checks and documentation With the guidance of the Public Health Engineering Team Leader, ensure that health and safety monitoring is incorporated into all daily site supervision activities. Create and maintain a good relationship with the  implementing partners  To produce non conformance reports, establish a database and contribute to the close out of non conformance. Ensure that daily water quality supervision is in line with agreed specifications and method statements, with comprehensive documentation of supervision activities. Create and constantly review water quality in all sources used in current programs . Responsible for keeping a log of all 'lessons learnt" during the project If requested by PHE TL, participate in assessments of existing water, sanitation and hygiene facilities in other part of Lebanon, producing recommendations and BOQ’s for WASH construction and rehabilitation work   Staff Management Provide day to day support and management of partner’s water quality staff.  Ensure that all members of the works supervision team contribute to maintaining a positive relationship.   Coordination As requested, participate in WASH field based meetings with other stokeholds. Actively participate in weekly team meetings.   SKILLS AND COMPETENCE: It is desirable that you are Chemical Engineering degree qualified and have a strong background working with ideally Lebanese’s water laboratory. Experience could substitute for a formal qualification, but not vice versa Over 1 years of relevant experience as a Lab Technician. . Team management experience. The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations. Diplomacy, tact and administrative skills in order to work with people. The post holder should be at ease in working with local communities and Syrian refugees. Well developed interpersonal and team skills and proven ability to be flexible in demanding situations. Good written and spoken English and Arabic. Arabic is essential Sympathy with the aims and objectives of Oxfam.
