TEAM PURPOSE: To reduce public health risks and contribute to a life with dignity for Syrian refugees in Lebanon through working with poor people as a force for change in addressing the causes of poverty, suffering and injustice and alleviating their symptoms
JOB PURPOSE: To work in a WaSH (water sanitation and hygiene) team of Public Health Promoters (PHPs) and Public Health Engineers (PHEs), ensuring the implementation of public health measures required to alleviate the plight of the refugees affected by the emergency. To work at tented settlement, collective shelter and hosting community level, ensuring community engagement with hygiene activities and practices.
DIMENSIONS:
The successful PHP will represent the implementation partner /Oxfam on site and be responsible for the implementation of hygiene promotion activities and events as directed by the WaSH Manager, ensuring a community engagement and accountability to beneficiaries at all times.
In addition, and as needs arise, you will be a part of the emergency response team, responsible for designing and implementing hygiene promotion activities and events. The scope of work will vary depending on the circumstances.
You may be requested to carry out assessments of water, sanitation and hygiene facilities and prepare hygiene promotion activities and events, making recommendations on community engagement and mobilization approaches.
As an experienced hygiene promoter you will have extensive experience in public and environmental health. You will have experience in community engagement and mobilization.
You will have detailed knowledge of setting out procedures and activity plans. You will have experience and be able to develop project work plans and targets.
You will be responsible for supervising site activities as part of a team of PHP staff Partner/ Oxfam.
Set performance objectives with your line manager, as well as managing the process for those within your own team.
Work patterns are not routine and often high pressure.
Field work requirements are 40%.

KEY RESPONSIBILITIES:
Assessment and Programme Design
With the WaSH Manager, participate in design and management of assessments and baseline studies to identify WaSH-related health risks and priorities.
Supervise the collecting, recording and interpreting of qualitative and quantitative data
Use assessment data to design participatory PHP interventions that ensure the community engagement and mobilization, appropriate for the local context and culture.
Programme Implementation:
With the WaSH Manager, recruit, deploy and assess the junior site engineering staff required to deliver the programme of work
Assist the WaSH Manager in developing work plans and program activities
Implement PHP activities and events in WaSH e.g. baseline data collection, formation and training of WaSH committees and community based hygiene volunteers, working with logistics on targeting, delivery and monitoring of NFI distributions, design, implementation and monitoring of IEC strategy
Implement interventions for specific target groups, e.g. schools, youth groups, men, religious leaders
Ensure PHP team to monitor and report against key WASH and health indicators.
The work will include management and administrative duties and co-ordination with other members of the project and with staff of other organisations
To liaise closely with the Public Health Engineering (PHE) Team throughout the planning, design and implementation stages of the Public Health Promotion Programme.
To report regularly, verbally and in writing to the WaSH Manager and to represent Oxfam to other NGO’s, agencies and Government authorities where requested.
To order material and NFIs from Oxfam’s Purchasing Department as required. Occasionally to organise local purchasing and to keep accounts.
Lead in Distribution of NFIs
Carry out Post Distribution Monitoring
To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol).
To ensure that all programmes take gender issues fully into account. This includes the introduction of mechanisms to enable women to participate in decision making around public health engineering issues.
Identify and supervise technical resources needed to complete the assigned scope of work. Review work done, quality, and ensure the project stays within assigned schedule and cost targets.
With the WaSH Manager, establish systems and controls for daily site checks and documentation
With the guidance of the WaSH Manager, ensure that health and safety monitoring is incorporated into all daily site supervision activities.
Create and maintain a good relationship with the implementing partners
Create and constantly review work plans and progress against targets, estimating works completion dates and identifying project critical pathways.
Responsible for keeping a log of all 'lessons learnt" during the project
May be asked to perform role of acting WaSH Manager in their temporary absence
Programme approach:
Apply Oxfam’s minimum requirements on accountability to beneficiaries in the implementation of PHP activities
Raise awareness and build capacity of Oxfam staff in adhering to Oxfam and international humanitarian standards
Programme planning and reporting:
Contribute weekly PH team review and planning meetings
Reflect on programme experience to contribute to PHP /WASH learning review
Provide regular and reliable narrative reports.
Contribute to the design, management, and communication of a responsible exit strategy
Staff Management
Manage (direct management) PHP D2 team
Provide day to day management of PHP D2, APHP, WaSH community mobilizers a/o WaSH Monitors including performance management with support of WaSH Manager, including performance management, and supporting implementation partners staff during projects.
Coordination
As requested, participate in WaSH field based meetings with other stakeholders, and coordination and communication with municipalities.
Actively participate in weekly team meetings.
Provide technical coordination of field teams to ensure coherent and consistent programming.
Maximise the value for communities of integrated working with PHE and logistics colleagues
With supervision, collect and report community level programme information for submission to coordination mechanisms
SKILLS AND COMPETENCE:
Knowledge of one or more of the following: public health, health or hygiene promotion, community development, education, community water supply and sanitation (or other relevant fields). Experience could substitute for a formal qualification, but not vice versa
Over 3 years of relevant experience
Good organisational awareness.
Effective member of team and role model; demonstrates creativity in seeking better ways to do things and shares with team, and promotes high standards.
Takes responsibility for own work and delegated project/processes (including some leadership).
The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations.
Diplomacy, tact and administrative skills in order to work with people at managerial and, on occasions possibly senior government levels.
The post holder should be at ease in working with local communities and Syrian refugees.
Well developed interpersonal and team skills and proven ability to be flexible in demanding situations.
Good written and spoken English is essential.
Spoken Arabic is essential
